Tender Quality Score

This tender establishes a Dynamic Purchasing System for responsive and void repairs, including specialist works, for a social housing provider. While the scope is clearly defined, the provided summary lacks crucial details regarding financial requirements and evaluation criteria, which are essential for a comprehensive assessment of the procurement process.

Score Breakdown

Legal Compliance100/100

The use of a Restricted procedure to establish a Dynamic Purchasing System (DPS) is a legally permissible procurement tool. The mention of mandatory exclusion grounds indicates adherence to fundamental procurement principles. However, the absence of detailed financial requirements and evaluation criteria in the provided summary prevents a full assessment of compliance with transparency and equal treatment principles.

Lack of explicit detail on mandatory exclusion grounds in the provided summary.
Absence of detailed financial requirements in the provided summary.
Clarity40/100

The description of the services required (responsive repairs, void repairs, rewiring, kitchen/bathroom installs) and the context (supporting FCHO's in-house teams) is clear. The intent to use a DPS is also well-stated. However, the full clarity of specific technical specifications, contractual terms, and the application process cannot be ascertained from this summary alone, as it refers to an external portal for full details.

Full clarity on specific technical specifications and contractual terms is not ascertainable from the summary alone.
Absence of detailed financial requirements.
Completeness83/100

The provided summary is significantly incomplete for a full tender assessment. Crucial elements such as detailed financial requirements, specific evaluation criteria, and the full tender documents are missing. This necessitates potential bidders to access external resources (Delta eSourcing portal) to understand the full scope, risks, and requirements.

No documents attached in the provided information.
Missing detailed financial requirements.
Fairness80/100

The use of a Dynamic Purchasing System (DPS) generally promotes fairness and open competition by allowing new suppliers to join throughout its duration. The eligibility and technical capability requirements appear broad enough to attract a range of contractors. There is no immediate indication of requirements being tailored for a specific company based on the provided summary. However, the absence of detailed evaluation criteria makes it impossible to assess how bids will be fairly judged.

Absence of detailed evaluation criteria prevents a full assessment of fair competition in the selection process.
Practicality40/100

Establishing a DPS for a wide range of repair and maintenance services is a practical approach for managing fluctuating demand and specialist needs for a large housing stock. The requirement for contractors to operate within the Borough of Oldham is practical given the nature of the services. The comprehensive scope, including specialist works, rewiring, and kitchen/bathroom installs, indicates a well-considered approach to property maintenance.

Data Consistency100/100

All provided information (title, reference, organization, description, requirements, estimated value, contract duration) appears consistent within the summary. The estimated value and contract duration align with the scope of establishing a DPS for extensive repair and maintenance services over a long period.

Sustainability25/100

The tender explicitly mentions 'Social Criteria' as a procurement characteristic, which is a positive indicator for sustainability. However, without further details on these criteria, their depth or impact cannot be assessed. There is no explicit mention of environmental sustainability or innovation focus in the provided summary.

Lack of explicit detail on the 'Social Criteria'.
No explicit mention of environmental sustainability requirements.

Strengths

Clear identification of the procuring organization and service scope.
Utilizes a Dynamic Purchasing System (DPS) which promotes open competition and flexibility.
Explicitly mentions 'Social Criteria' as a procurement characteristic.
Comprehensive range of services covered (responsive, void, specialist, rewiring, kitchen/bathroom installs).
Long contract duration (123 months) for the DPS provides stability for suppliers.

Concerns

Significant lack of detailed tender documents, financial requirements, and evaluation criteria in the provided summary.
Mandatory exclusion grounds are mentioned but not detailed, requiring external access.
Reliance on an external portal (Delta eSourcing) for all critical information, making initial assessment difficult.
Absence of explicit environmental sustainability or innovation requirements.
The summary does not provide enough information to fully assess potential tailoring, though requirements appear generic.

Recommendations

1. Ensure all critical tender documents, including detailed financial requirements and comprehensive evaluation criteria, are readily accessible and clearly outlined from the outset.
2. Provide explicit details on the 'Social Criteria' to enable bidders to understand and address these requirements effectively.
3. Clearly articulate any environmental sustainability or innovation requirements to align with modern procurement best practices.
