Tender Quality Score

This tender for changing rooms refurbishment is well-detailed in its scope and requirements, but its quality is significantly hampered by numerous inaccessible supporting documents. While strong on energy efficiency, it lacks explicit social sustainability aspects.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes clearly, and the 30-day submission period from publication is reasonable for a below-threshold contract. However, the inaccessibility of several listed supporting documents (e.g., certificates, surveys) is a significant concern for mandatory disclosure and overall legal compliance, as it prevents bidders from conducting proper due diligence.

Numerous listed supporting documents are inaccessible ('Page not found').
Clarity80/100

The project description and scope of works are exceptionally clear and detailed, providing unambiguous requirements for the refurbishment. Evaluation criteria (40% price, 60% quality) are specified within the tender documents, and performance conditions are well-articulated. The AI-extracted requirements accurately reflect the tender's content.

Completeness70/100

Basic information such as title, reference, organization, deadlines, estimated value, and duration are all clearly specified. Requirements and evaluation criteria are defined. However, the tender is incomplete from a bidder's perspective due to the critical failure of many listed documents being inaccessible, which are essential for a full understanding of the project.

Many listed supporting documents are inaccessible, making the tender incomplete.
Fairness85/100

The tender promotes fairness through disclosed value, reasonable preparation deadlines (30 days from publication), objective evaluation criteria (40% price, 60% quality with defined sub-criteria), and electronic submission via email. Requirements appear generic and not tailored to a specific company. The primary fairness concern is the lack of full document access, which disadvantages bidders who cannot review all necessary information.

Inaccessible supporting documents hinder fair competition.
Practicality65/100

Electronic submission via email is supported, and key practical details like the contract start date, duration, and financing information (estimated value, payment terms, retention, ASHP grant) are provided. However, the critical issue of inaccessible document URLs severely impacts the practicality for potential bidders to prepare and submit a comprehensive tender.

Broken document URLs make it impractical for bidders to access essential information.
Data Consistency90/100

Most key fields are populated, and dates are logical and consistent, particularly the contract start date aligning with project constraints. There are no reported disputes or suspensions. A minor inconsistency is the 'Value Classified: Yes' flag despite the value being clearly disclosed. The primary consistency issue lies in the discrepancy between listed and accessible documents.

Minor inconsistency: 'Value Classified: Yes' despite the value being disclosed.
Sustainability50/100

The tender demonstrates a good focus on environmental sustainability, explicitly aiming for energy efficiency through LED lighting, high-efficiency heating, and a modern condensing water heater. The optional Air Source Heat Pump quotation, linked to the Boiler Upgrade Scheme, is a strong green procurement element. However, there is no explicit mention of social aspects or broader innovation beyond the ASHP.

Lack of explicit social procurement criteria.

Strengths

Clear and detailed scope of works and technical requirements.
Strong focus on energy efficiency and sustainability, including an optional Air Source Heat Pump.
Transparent evaluation criteria (40% price, 60% quality) specified in documents.
Reasonable submission period (30 days from publication) for a below-threshold tender.
Electronic submission via email is supported.

Concerns

Numerous critical supporting documents are listed but inaccessible ('Page not found').
The contradiction between 'Value Classified: Yes' and the disclosed value.
Lack of explicit social procurement clauses.
The gap between submission deadline and contract start date, though explained, could be more prominently highlighted.
Automated checks incorrectly flagged 'No evaluation criteria specified' and 'No e-submission'.

Recommendations

1. Immediately rectify the issue of inaccessible supporting documents by ensuring all listed files are correctly uploaded and linked.
2. Clarify the 'Value Classified' field to accurately reflect that the value is disclosed.
3. Consider incorporating explicit social clauses or community benefit requirements in future tenders.
