Tender Quality Score

This tender provides a clear and detailed description of required roles for digital contingent labour but suffers from significant transparency issues, including a classified value, missing evaluation criteria, and lack of e-submission, which collectively impact fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and assigns an appropriate CPV code. The submission deadline offers ample time for preparation. However, the absence of procedure codes, a missing reveal date, and the classified estimated value raise concerns regarding full disclosure and transparency, which are key aspects of legal compliance.

Missing procedure codes for 'Restricted' and 'Competitive flexible procedure'
Missing reveal date, hindering full assessment of time between reveal and submission
Clarity80/100

The description of the required roles, including their responsibilities and Gartner levels, is exceptionally clear and detailed. The AI-extracted technical requirements are also very specific and well-articulated. The primary drawback is the explicit absence of specified evaluation criteria, which is a critical component for bidders to understand how their proposals will be judged.

No evaluation criteria specified
Performance conditions are implied but not explicitly detailed
Completeness70/100

Basic information, deadlines, duration, and location are adequately provided. The tender also includes multiple documents for reference. However, the estimated value is not disclosed, and crucially, the evaluation criteria are missing, which are fundamental elements for a complete tender package.

Estimated value is not disclosed
Missing evaluation criteria
Fairness65/100

While the requirements for roles appear generic and not tailored to a specific company, several factors significantly undermine fairness. The classified estimated value reduces transparency for all bidders. The absence of evaluation criteria makes the selection process opaque and potentially subjective. Furthermore, the lack of electronic submission creates a barrier to equal access and ease of participation.

Estimated value is classified, reducing transparency
Missing evaluation criteria, impacting objectivity and transparency of assessment
Practicality65/100

The tender clearly specifies the contract start date and duration. However, the lack of electronic submission is a significant practical impediment for potential bidders. Additionally, the classified estimated value means crucial financing information is unavailable, making it difficult for bidders to gauge the scale and scope accurately.

No electronic submission supported
Financing information (estimated value) is not available
Data Consistency90/100

The tender exhibits good data consistency, with most key fields populated and logical dates. There are no reported disputes or suspensions. The only minor inconsistency is the absence of specific codes for the defined procedure type.

Missing specific codes for the 'Restricted' and 'Competitive flexible procedure' types
Sustainability20/100

The tender does not include any explicit requirements or considerations related to green procurement, social aspects, or innovation. It is also not indicated as EU funded, which often correlates with higher sustainability standards.

No green procurement aspects mentioned
No social criteria included

Strengths

Highly detailed and clear description of required roles and their Gartner levels
Comprehensive AI-extracted technical capability requirements
Adequate time provided for bid preparation (submission deadline)
Clear contract duration and start date
Good data consistency across provided information

Concerns

Estimated value is classified, reducing transparency and fairness
Absence of specified evaluation criteria, leading to potential subjectivity
Lack of electronic submission, creating practical barriers for bidders
Missing procedure codes and reveal date, impacting legal compliance and transparency
No integration of sustainability, social, or innovation aspects

Recommendations

1. Disclose the estimated contract value to enhance transparency and enable fair competition.
2. Clearly define and publish the evaluation criteria to ensure objectivity and allow bidders to tailor proposals effectively.
3. Implement electronic submission capabilities to improve accessibility and streamline the bidding process.
