Tender Quality Score

This is a clear preliminary market engagement notice providing essential information, but it lacks specified evaluation criteria and e-submission capabilities, which are significant gaps for the eventual tender.

Score Breakdown

Legal Compliance75/100

As a preliminary market engagement notice in 'planning' status, full legal compliance for a formal tender is not yet expected. However, the absence of an indicated future procedure type and a more specific CPV code are minor deficiencies even at this stage. The 13-day response period for market engagement is reasonable.

Procedure type not defined (listed as 'None')
CPV code (Fabrication work) seems too general for M&E and DSEAR services
Clarity80/100

The description of the framework, its scope, and the AI-extracted requirements are very clear and well-structured for a preliminary market engagement. The primary clarity gap is the absence of specified evaluation criteria, which, while expected for a PME, means future bidders lack insight into selection methodology.

No evaluation criteria specified
Completeness70/100

Basic information, financial details, and contract duration are complete. Requirements for market engagement are well-defined. However, the lack of specified evaluation criteria and the formal procedure type represent significant gaps for the overall procurement process, even if preliminary.

No evaluation criteria specified
Formal procedure type not defined
Fairness65/100

The tender discloses its estimated value and the requirements appear generic, not tailored. However, the absence of evaluation criteria for the eventual tender significantly impacts transparency and fairness for potential bidders. The lack of e-submission also presents a barrier to equal access.

No evaluation criteria specified
No e-submission support
Practicality65/100

Key practical details like contract start date and duration are clearly specified. The major practical drawback is the explicit lack of electronic submission, which is a significant administrative hurdle in modern procurement.

No electronic submission supported
Data Consistency90/100

The provided data is largely consistent across fields. The 'Type' and 'Procedure' fields being 'None' are noted but are consistent with the 'planning' status of a preliminary market engagement notice, rather than a formal tender. No disputes or suspensions are indicated.

Sustainability50/100

The notice does not explicitly include any green, social, or innovation criteria. While this is a preliminary market engagement, it represents a missed opportunity to signal the importance of these aspects for a large, long-term framework.

No green procurement criteria
No social criteria

Strengths

Clear and detailed description of scope and framework
Well-structured AI-extracted requirements
Estimated value and duration are disclosed
Framework divided into 4 distinct lots
High data consistency for provided information

Concerns

Absence of specified evaluation criteria for future tender
Lack of electronic submission support
Formal procedure type is not defined
CPV code seems too generic for the services required
No explicit sustainability (green, social, innovation) criteria

Recommendations

1. Develop and clearly state evaluation criteria for the subsequent tender phase.
2. Implement electronic submission capabilities to enhance accessibility and efficiency.
3. Specify the intended formal procurement procedure type (e.g., Open, Restricted) for future clarity.
