Tender Quality Score

This tender exhibits significant concerns regarding fairness and completeness due to highly restrictive eligibility criteria and the complete absence of tender documents, estimated value, and evaluation criteria. While the service description is clear, the overall procurement process lacks transparency and could severely limit competition.

Score Breakdown

Legal Compliance100/100

The eligibility requirements, particularly 'Be a Scottish Science Centre Contractor' and 'Possess and operate your own Science Centre venue', appear highly restrictive and potentially discriminatory, which could violate public procurement principles of non-discrimination and proportionality. The absence of evaluation criteria is a critical legal compliance issue, as it prevents a fair and transparent assessment of bids.

Potentially discriminatory and disproportionate eligibility criteria
Absence of evaluation criteria
Clarity40/100

The description of the required service and technical capabilities is reasonably clear. However, the lack of any tender documents or evaluation criteria makes the overall procurement process and the basis for award highly unclear for potential bidders.

Lack of clarity regarding the evaluation process due to missing criteria
Absence of comprehensive tender documents
Completeness75/100

The tender is severely incomplete. Key information such as the estimated contract value, detailed tender documents, and crucial evaluation criteria are entirely missing. The absence of specified mandatory exclusion grounds is also a notable omission.

No tender documents provided
Estimated contract value not disclosed
Fairness60/100

The eligibility requirements ('Be a Scottish Science Centre Contractor', 'Possess and operate your own Science Centre venue') are highly specific and strongly suggest tailoring to a very limited number of existing suppliers, potentially only one. This significantly undermines fairness and open competition. The absence of evaluation criteria further compromises the fairness of the assessment process.

Eligibility requirements appear tailored for a specific company or a very limited group of companies
Absence of evaluation criteria compromises fair assessment
Practicality40/100

For the procuring entity, the lack of evaluation criteria makes the practical assessment and selection of a successful tenderer impossible. For potential bidders, the absence of documents and estimated value makes it impractical to prepare a comprehensive and competitive bid, while the restrictive eligibility criteria will deter many.

Impractical for the procuring entity to evaluate bids without criteria
Impractical for bidders to prepare comprehensive offers without full documentation and value
Data Consistency100/100

The provided information is internally consistent regarding the absence of documents, estimated value, and evaluation criteria. However, this consistency highlights significant gaps rather than robust data provision.

Sustainability25/100

The tender does not include any specified green procurement or social criteria, indicating a lack of focus on sustainability aspects in this procurement.

No green procurement criteria
No social criteria

Concerns

Recommendations

1. Revise eligibility criteria to ensure proportionality and promote broader competition, or provide robust justification for the current restrictions.
2. Publish comprehensive tender documents, including detailed specifications, terms and conditions, and crucially, clear evaluation criteria.
3. Disclose the estimated contract value to enable bidders to assess commercial viability and prepare appropriate offers.
