Tender Quality Score

This tender presents a well-defined construction project with clear technical requirements and good transparency regarding value and documents, but suffers from critical omissions such as evaluation criteria and the lack of e-submission.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type (Restricted, Competitive flexible) and CPV codes are appropriately assigned. There are no reported disputes or suspensions. While a 'reveal date' is not explicitly stated, the Request to Participate deadline provides sufficient notice. The absence of explicit mandatory exclusion grounds and financial requirements in the summary is a minor concern, but these are typically detailed in full tender documents.

Missing explicit details for mandatory exclusion grounds in summary
Missing explicit details for financial requirements in summary
Clarity80/100

The project description and technical capability requirements are exceptionally clear, detailed, and unambiguous, outlining the full scope of works. However, the critical absence of specified evaluation criteria significantly hinders the clarity for potential bidders on how their proposals will be assessed.

Absence of explicit evaluation criteria
Completeness70/100

Basic information, estimated value, deadlines, duration, and location are all well-provided. Documents are available. However, the tender is incomplete due to the critical omission of evaluation criteria and the lack of explicit mandatory exclusion grounds and financial requirements in the provided summary.

Absence of explicit evaluation criteria
Missing explicit details for mandatory exclusion grounds in summary
Fairness85/100

The tender provides full document access, discloses the estimated value, and the technical requirements appear project-specific rather than tailored to a particular company. Deadlines for the restricted procedure's first stage are reasonable. However, the lack of specified evaluation criteria severely impacts transparency and objectivity, and the absence of e-submission limits equal access for all potential bidders.

Absence of explicit evaluation criteria
No electronic submission option
Practicality65/100

The contract start date and duration are clearly specified, and documents are available. However, the lack of electronic submission is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders and the contracting authority.

No electronic submission option
Data Consistency70/100

Most key fields are populated, and there are no reported disputes or suspensions. However, the contract start date being identical to the submission deadline is a significant logical inconsistency, as contract commencement typically follows evaluation and award. Minor inconsistencies include empty codes for procedure type and a slight discrepancy in submission deadlines.

Illogical contract start date (same as submission deadline)
Empty codes for procedure type
Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. This represents a missed opportunity to integrate sustainability considerations into the project, which is increasingly expected in public procurement.

No explicit green procurement criteria
No explicit social criteria

Strengths

Detailed and clear project description and technical requirements
Estimated value disclosed and full document access provided
No disputes or suspensions reported, indicating a stable process
Reasonable deadlines for the first stage of a restricted procedure
Requirements appear project-specific, not tailored to a single company

Concerns

Critical absence of explicit evaluation criteria
Lack of electronic submission option
Illogical contract start date (same as submission deadline)
Missing explicit details for mandatory exclusion grounds and financial requirements in the summary
No explicit sustainability, social, or innovation criteria

Recommendations

1. Publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
2. Implement an e-submission platform to enhance practicality, efficiency, and equal access.
3. Correct the contract start date to reflect a realistic timeline post-award and ensure data consistency.
