Good

Tender Quality Score

This tender for heating infrastructure works provides a clear project description and basic information but suffers from critical omissions, notably the absence of evaluation criteria and lack of e-submission, which significantly impact fairness and clarity. The financial requirements also appear disproportionately high relative to the project value.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes correctly, and there are no reported disputes. However, the 'Missing reveal date' prevents a full assessment of compliance with minimum publication periods, and the summary lacks specific mandatory exclusion grounds.

Missing reveal date
No specific mandatory exclusion grounds detailed in summary
Clarity60/100

The project description is highly detailed and unambiguous, and the AI-extracted technical and financial requirements are clear. A significant deficiency is the explicit absence of specified evaluation criteria, which is crucial for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness65/100

Basic information such as title, reference, organization, value, duration, and location are well-provided. All listed documents have summaries. However, the critical omission of evaluation criteria, along with an empty 'Liable Person' field and missing codes for procedure type, reduces overall completeness.

No evaluation criteria specified
Liable Person field is empty
Fairness40/100

The tender value is disclosed, and from today's date, there is ample time for preparation. However, the lack of specified evaluation criteria severely compromises transparency and objectivity. The absence of e-submission creates barriers to equal access. Furthermore, the financial requirement of a £35M annual turnover for a £11.4M project appears disproportionately high and potentially restrictive, limiting competition to a very narrow pool of large contractors. The low current ratio requirement (0.6) is also unusual.

No evaluation criteria specified
No e-submission
Practicality55/100

Key practical details like contract start date and duration are clearly specified. The most significant practical drawback is the explicit lack of electronic submission, which is a standard expectation for modern, efficient procurement processes.

No e-submission
Data Consistency80/100

The tender data is largely consistent, with no reported disputes and an active status. Dates are logical, although the submission deadline and contract start date being identical is uncommon. Minor inconsistencies include an empty 'Liable Person' field and missing codes for the procedure type and restricted type.

Liable Person field is empty
Missing codes for procedure type
Sustainability20/100

The tender does not explicitly incorporate any green procurement, social, or innovation criteria. It is also not EU funded, which often correlates with higher sustainability standards.

Not green procurement
No social criteria

Strengths

Clear and detailed project description
Value and duration clearly specified
OCDS data provided for transparency
CPV codes and procedure type defined
Ample time for bid preparation from today's date

Concerns

Critical absence of evaluation criteria
Lack of electronic submission
Disproportionately high financial turnover requirement
Missing reveal date for full legal compliance assessment
No explicit sustainability or social criteria

Recommendations

1. Immediately publish comprehensive and objective evaluation criteria to ensure transparency and fairness.
2. Implement an electronic submission portal to facilitate wider participation and modernize the procurement process.
3. Review and justify the financial capacity requirements to ensure proportionality and avoid unduly restricting competition.
