NRW is inviting bids for nine mobile catering concessions able to provide hot and/or cold food and beverages across a series of well-used forests and woodlands that attract thousands of walkers, cyclists, families and nature enthusiasts each year. Good

Tender Quality Score

This tender presents a good opportunity for mobile food and drink businesses with a strong emphasis on environmental sustainability. However, it suffers from significant deficiencies in clarity and completeness, particularly regarding the absence of explicit evaluation criteria and a realistic financial framework for the concessions.

Score Breakdown

Legal Compliance85/100

The tender clearly defines the procedure type and CPV codes, and the submission period appears reasonable given the Meet the Buyer event date. No disputes are reported. However, the exact reveal date is not explicitly stated, which is a minor disclosure gap.

Missing exact tender reveal date
Clarity60/100

While the overall purpose and technical requirements are clear, the tender critically lacks specified evaluation criteria. The nominal 1 EUR estimated value for a concession is highly ambiguous and does not clarify the financial model for bidders.

No evaluation criteria specified
Unclear financial model for concessions (1 EUR estimated value)
Completeness65/100

Basic tender information, deadlines, and duration are provided. However, the absence of explicit evaluation criteria and a realistic financial structure for the concession (beyond the 1 EUR nominal value) represents a significant gap in completeness.

Missing explicit evaluation criteria
Incomplete financial information for a concession (1 EUR estimated value)
Fairness55/100

The lack of transparent evaluation criteria is a major concern for fairness, as it prevents bidders from understanding how their proposals will be assessed. The absence of e-submission can also create barriers to equal access, and the 1 EUR value is misleading for a concession.

No evaluation criteria specified
No e-submission functionality
Practicality50/100

The tender's practicality is hampered by the lack of electronic submission capabilities and the highly uninformative 1 EUR estimated value, which fails to provide a practical financial basis for preparing a bid for a concession.

No e-submission functionality
Impractical financial information (1 EUR for a concession)
Data Consistency80/100

Most key fields are populated, and dates are logical. However, the 'Liable Person' and specific codes for 'Type' and 'Procedure' are missing, indicating minor inconsistencies in data entry.

Empty 'Liable Person' field
Missing 'Type' and 'Procedure' codes
Sustainability70/100

The tender explicitly integrates strong environmental sustainability requirements, focusing on reducing food miles, eliminating single-use plastics, and greener operations. However, it does not explicitly address social aspects or innovation.

No explicit social criteria
No explicit innovation focus

Strengths

Strong emphasis on environmental sustainability
Clear description of the service and locations
Reasonable submission deadline and contract duration
Documents are available and summarized

Concerns

Critical absence of explicit evaluation criteria
Unclear and potentially misleading financial model (1 EUR estimated value for concessions)
Lack of electronic submission (e-submission)
Missing specific codes for tender type/procedure and liable person

Recommendations

1. Clearly define and publish the evaluation criteria to ensure transparency and fairness.
2. Provide a realistic financial framework for the concessions, detailing expected fees, revenue share, or other financial arrangements.
3. Implement electronic submission to enhance accessibility and efficiency for bidders.
