Tender Quality Score

This tender presents a clear need for an integrated HRIS, LMS, and payroll system with well-defined technical requirements, but is critically undermined by the explicit absence of evaluation criteria, significantly impacting legal compliance, clarity, and fairness.

Score Breakdown

Legal Compliance45/100

The tender correctly defines the procedure type and CPV codes, and no disputes are reported. However, the explicit absence of evaluation criteria is a significant legal compliance concern, as it undermines transparency and equal treatment principles essential for public procurement. Minor administrative omissions include the 'Liable Person' and procedure codes.

No evaluation criteria specified
Missing 'Liable Person'
Clarity60/100

The tender description and AI-extracted requirements for the integrated HRIS, LMS, and Payroll system are clear, comprehensive, and well-documented, referencing specific tender documents for details. However, the critical omission of evaluation criteria significantly reduces clarity for bidders on how their proposals will be assessed, making it difficult to formulate a targeted response.

No evaluation criteria specified
Completeness65/100

Basic information such as title, reference, organization, deadlines, value, duration, and location are well-provided. All 10 tender documents are listed and summarized. However, the explicit absence of evaluation criteria and the reveal date, along with minor administrative omissions like the 'Liable Person' and procedure codes, indicate notable gaps in completeness.

No evaluation criteria specified
Missing reveal date
Fairness40/100

The tender demonstrates good fairness in providing full document access, disclosing the estimated value, and enabling e-procurement via the Sell2wales platform. The requirements appear generic and not tailored. However, the critical absence of specified evaluation criteria severely compromises fairness, as bidders cannot understand the basis for award, leading to a non-transparent and potentially unequal playing field.

No evaluation criteria specified
Practicality80/100

The tender supports electronic submission via the Sell2wales platform, and key dates like contract start and duration are clearly specified. Financing information (estimated value) is also available. The overall process appears practical for bidders, assuming document access is straightforward via the platform.

Data Consistency75/100

Most key fields are populated, and dates are logical and consistent. There are no reported suspensions or disputes. Minor inconsistencies include missing administrative details (Liable Person, procedure codes) and the 'Divided into Parts' characteristic which is not elaborated upon in the description or requirements, suggesting a potential oversight or lack of clarity in the tender structure.

Missing 'Liable Person'
Missing Type/Procedure codes
Sustainability30/100

The tender does not explicitly incorporate any green procurement, social responsibility, or innovation-focused criteria. While the system aims to 'modernise' processes, this is not framed as an innovation requirement for bidders. It is also not EU funded, which often correlates with higher sustainability standards.

No green procurement criteria
No social criteria

Strengths

Clear and comprehensive technical requirements for the integrated system
Full document access and disclosed estimated value
Electronic submission supported via Sell2wales platform
Clear contract duration and start date
Properly assigned CPV code and defined procedure type

Concerns

Critical absence of evaluation criteria, severely impacting fairness and transparency
Missing 'Liable Person' and procedure codes
Lack of explicit green, social, or innovation procurement criteria
Missing reveal date for the tender
Inconsistency regarding 'Divided into Parts' characteristic

Recommendations

1. Immediately publish detailed evaluation criteria to ensure transparency and fairness for all bidders.
2. Update the tender documentation to include the 'Liable Person' and full procedure codes.
3. Consider integrating sustainability, social, or innovation criteria into future procurements.
