Tender Quality Score

This preliminary market engagement notice provides a clear scope of services but suffers from significant data inconsistencies, missing procedural definitions, and a lack of explicit sustainability focus. While some details are expected to be absent at this 'planning' stage, fundamental errors in classification and accessibility are concerning.

Score Breakdown

Legal Compliance65/100

The tender lacks a clearly defined procedure type and the assigned CPV code is too narrow for the broad range of services described. There are also contradictory statements regarding value classification and the 'Over Sum Limit' flag, which is incorrect for a tender of this estimated value. These are fundamental issues even for a planning notice.

Missing procedure type definition
Incorrect and too narrow CPV code
Clarity80/100

The description of services and the AI-extracted technical capability requirements are very clear and comprehensive. However, the absence of explicit eligibility, financial, and evaluation criteria, while expected for a preliminary notice, still represents a clarity gap for potential bidders. The exact nature of the 'submission deadline' (for preliminary engagement vs. actual tender) could also be clearer.

Missing explicit eligibility, financial, and evaluation criteria (even if preliminary)
Ambiguity regarding the 'submission deadline' purpose
Completeness70/100

Basic information such as title, reference, organization, value, and duration are present. However, a critical document ('Planning Notice') failed to download, significantly impacting completeness. Key tender elements like full eligibility, financial, and evaluation criteria are also missing, which, while common for a planning notice, means the overall tender information is incomplete.

One key tender document failed to download
Missing full eligibility, financial, and evaluation criteria
Fairness75/100

The broad technical requirements and the 'Divided into Parts' characteristic promote fair competition. However, the absence of an electronic submission option creates a barrier to equal access. The lack of specified evaluation criteria (even at this preliminary stage) and the failed document download also detract from overall transparency and fairness.

No electronic submission option
Missing specified evaluation criteria
Practicality60/100

The lack of electronic submission is a significant practical drawback in modern procurement. Additionally, the failure to download one of the listed documents presents a practical hurdle for interested parties. While the contract start date and duration are known, these issues reduce the overall practicality score.

No electronic submission supported
One key tender document failed to download
Data Consistency65/100

Several key fields, such as 'Type', 'Procedure', and 'Liable Person', are unpopulated. There are direct contradictions, such as the value being 'Disclosed' yet also marked 'Classified: Yes'. The 'Over Sum Limit: No' flag is inconsistent with the high estimated value, and the CPV code does not align with the broad service description. There's also a currency discrepancy (£ vs EUR) for the estimated value.

Unpopulated 'Type', 'Procedure', and 'Liable Person' fields
Contradictory 'Value Classified' status
Sustainability40/100

The tender shows minimal focus on sustainability, social aspects, or innovation. The only explicit mention is the inclusion of 'options for EV charging' within fuel card solutions, which is a minor positive but does not indicate a comprehensive green procurement strategy.

Lack of explicit green procurement criteria
Absence of social aspects or innovation focus

Strengths

Clear and comprehensive description of required services
Detailed technical capability requirements provided
Framework is 'Divided into Parts', promoting competition
Basic information (title, reference, organization, value, duration) is present

Concerns

Missing definition of procurement procedure type and incorrect CPV code
Significant data inconsistencies (e.g., value classification, sum limit)
Lack of electronic submission option
One key tender document failed to download
Minimal focus on sustainability, social aspects, or innovation

Recommendations

1. Clearly define the procurement procedure type and ensure accurate CPV codes are used for the full tender.
2. Address all data inconsistencies, particularly regarding value classification, sum limits, and currency.
3. Implement electronic submission for future stages to enhance accessibility and fairness for all bidders.
