Tender Quality Score

This tender outlines a clear service and framework structure, but it is critically deficient in documentation and essential legal requirements, rendering it unworkable for bidders.

Score Breakdown

Legal Compliance100/100

The tender is critically non-compliant due to the complete absence of tender documents, mandatory exclusion grounds, and evaluation criteria. These are fundamental requirements under public procurement law, making the process legally unsound.

Absence of all tender documents, making the tender non-compliant and impossible to participate in.
Missing mandatory exclusion grounds, which are a fundamental legal requirement for public procurement.
Clarity40/100

While the description of the service and the open flexible framework structure is conceptually clear, the complete absence of tender documents means there is no detailed clarity on specifications, terms, conditions, or the actual application process for bidders.

Lack of detailed specifications and terms and conditions due to missing documents.
Unclear application process and requirements without supporting tender documents.
Completeness83/100

The tender is severely incomplete due to the total absence of all tender documents. This includes detailed specifications, contract terms, evaluation criteria, and application forms. Furthermore, specific financial requirements and sustainability criteria are missing.

Complete absence of all tender documents (specifications, contract, forms, etc.).
Missing specific financial requirements for bidders.
Fairness80/100

The absence of evaluation criteria makes it impossible to assess the fairness of the process, as there are no objective standards for bid assessment. The lack of financial requirements could also lead to unfair competition or risks for the contracting authority.

Absence of evaluation criteria, preventing fair and objective assessment of bids.
Lack of specific financial requirements, potentially leading to unfair competition or risks from financially unstable providers.
Practicality40/100

The tender is entirely impractical for potential bidders as there are no documents, instructions, or evaluation criteria available to prepare and submit a compliant bid. This makes participation impossible.

Impossible for bidders to prepare and submit a bid due to the complete absence of tender documents and instructions.
Data Consistency100/100

The provided basic information regarding the open flexible framework, its duration, and value is internally consistent. The commencement date of 2023 for a framework still open for applications until 2027 is consistent with an open framework model. However, the lack of documents prevents verification of consistency with a full tender package.

Sustainability0/100

There is no mention of green procurement, social criteria, or innovation focus within the provided information. This indicates a missed opportunity to integrate broader sustainability objectives into the procurement process.

Absence of green procurement, social, or innovation criteria.

Strengths

Clear description of the service scope and the open flexible framework structure.
The open flexible framework allows for continuous market entry and exit, promoting ongoing competition.
Estimated value and contract duration are clearly stated.
Service breakdown into Tiers (Standard, Complex, Enhanced) allows for specialized provider engagement.

Concerns

Critical absence of all tender documents, rendering the tender unworkable and non-compliant with procurement regulations.
Missing mandatory exclusion grounds, which are a fundamental legal requirement for public procurement.
Absence of evaluation criteria, essential for transparency, fairness, and objective assessment of bids.
Lack of specific financial requirements for bidders, posing risks to the Council and potentially attracting financially unstable providers.
No specified social, environmental, or innovation criteria, representing a missed opportunity for broader public value.

Recommendations

1. Immediately publish all necessary tender documents, including detailed specifications, terms and conditions, application forms, and comprehensive evaluation criteria.
2. Clearly define and include all mandatory and discretionary exclusion grounds as per relevant procurement legislation.
3. Introduce appropriate financial requirements to ensure the stability and capability of potential service providers.
