Barnsley Metropolitan Borough Council (Taryba) siekia nustatyti penkerių metų atvirą lanksčią pagrindinę sutartį nepriklausomam būsto pagrindu teikiamam įgalinimo palaikymui. Paslauga apima platų palaikymo poreikių spektrą kasdieniams uždaviniams, asmeninei priežiūrai, biudžeto valdymui, sveikatos ir gerovės palaikymui, taip pat palaikymui bendruomenėje dėl susitikimų ir veiklų. Pagrindinės sutarties paslaugų teikėjai palaikys platų poreikių spektrą, o tai bendrai sumažina stacionarios priežiūros poreikį. Pagrindinė sutartis yra padalinta į lygius, į kuriuos gali pretenduoti dalyviai: 1 lygis – Standartinis palaikymas 2 lygis – Sudėtinga priežiūra 3 lygis – Naujas lygis, sukurtas sustiprintam palaikymui Pagrindinė sutartis galios 5 metus, per kuriuos paslaugų teikėjai bet kuriuo metu gali kreiptis dėl prisijungimo arba pasitraukimo. Pagrindinė sutartis įsigalios 2023 m. kovo 1 d. Bendras vertinimas yra už visą 5 metų laikotarpį.
