Original Tender Description

Background Greatness Recreation Ground has become more and more popular as a local open space facility. It is developing from an original open space recreation ground into a more formal park. This is likely to only increase with a neighbouring development of approximately 900 dwellings to be started within the next five years. It is also the home of the very successful Sevenoaks Town Football Club, which brings many visitors to the park. During 2026 the football club's new pavilion is due to be completed. Bearing in mind all these changes Sevenoaks Town Council carried out a community survey relating to the future of the open space and its facilities. From the responses it was clear that the current play area which has been in place for fifteen years needed to be reviewed and upgraded. Following consultation, it was also agreed to move its location to enable families who were already on the grass area to have a child use the play area without crossing the car park. The proposed new location would also be nearer the new pavilion which will have toilets and a café. Key Points 1. The tender is for a completely new playground on a field. Therefore, infrastructure e.g. drainage, fencing, safety surface, entry gates required. 2. Aimed at primary school children 3. Natural look equipment rather than bright colours, meeting ROSPA standards 4. Requires some DDA compliant inclusive play equipment 5. Requires some shading (preferably natural e.g. trees). Must retain the existing tree, ideally within the proposed footprint, or otherwise just outside of it) 6. To create a wetpour base with a new wetpour safety surface which compiles with BSEN 1176 and has a minimum guarantee of 2 years but preferably longer. A maintenance plan is a desirable extra service we would like. The product should have been tested in accordance with BS EN 1177 and BS EN 7188. 7. Timetable • May 2026 public consultation on preferred options • A1 size image of play area to be provided. • July 2026 appointment of contractor • October 2026 installation 8. Size of play area Existing: Approx 32.7m length x 19.5m width New: 41.5m length x 17m width Budget for the Project Maximum budget for the play area project is £200,000. £240000 inclusive of VAT.

Tender Quality Score

This tender for a new playground demonstrates good clarity in technical requirements and strong sustainability considerations, but is significantly hampered by the unavailability of critical tender documents, the complete absence of evaluation criteria, and a lack of e-submission, which collectively raise concerns about legal compliance, completeness, and fairness.

Score Breakdown

Legal Compliance50/100

The tender defines the procedure type and CPV code correctly, and the submission period is reasonable. However, the explicit lack of mandatory exclusion/eligibility grounds in the AI summary and the 'Page not found' errors for the 'Tender Letter' and 'Tender Questionnaire' are significant legal compliance issues, as these documents typically contain essential legal terms and conditions.

Missing explicit mandatory exclusion/eligibility grounds
Critical tender documents (Tender Letter, Tender Questionnaire) are unavailable
Clarity60/100

The project description and technical requirements are clearly articulated, detailing the scope, aesthetic preferences, and specific standards (ROSPA, BSEN). However, the complete absence of specified evaluation criteria is a major deficiency, making it difficult for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness55/100

Basic information such as title, reference, organization, deadlines, value, duration, and location are well-provided. Nevertheless, the tender is incomplete due to the unavailability of key documents ('Tender Letter', 'Tender Questionnaire') and the critical omission of evaluation criteria.

Critical tender documents (Tender Letter, Tender Questionnaire) are unavailable
No evaluation criteria specified
Fairness45/100

While the estimated value is disclosed and the requirements do not appear tailored, the lack of full document access and the absence of transparent evaluation criteria severely compromise the fairness of the procurement process. The absence of e-submission also creates an unnecessary barrier.

No full document access
No evaluation criteria specified
Practicality50/100

The contract start date, duration, and budget are clearly stated, which aids planning. However, the practical execution for bidders is hindered by the lack of electronic submission capabilities and the inability to access essential tender documents due to 'Page not found' errors.

No e-submission
Critical tender documents are unavailable
Data Consistency75/100

Most key fields are populated, and there are no reported disputes. However, there is a notable inconsistency between the stated 'Contract Duration: 2 months' and the 'October 2026 installation' timeline, given a contract start date of 2026-06-30. This suggests a potential misstatement of either duration or installation schedule.

Inconsistency between stated contract duration and installation timeline
Sustainability80/100

The tender demonstrates a strong commitment to sustainability by specifying 'natural look equipment,' promoting natural shading, and requiring the retention of an existing tree. It also includes important social aspects by mandating 'DDA compliant inclusive play equipment.' There is no explicit focus on innovation or EU funding.

No explicit innovation focus
Not EU funded

Strengths

Clear technical requirements and project description
Strong focus on environmental aspects (natural look, tree retention, natural shading)
Inclusion of social aspects (DDA compliant, inclusive play equipment)
Value and key timelines (submission, contract start, duration) are specified
Correct CPV code and clearly defined procedure type

Concerns

Critical tender documents ('Tender Letter', 'Tender Questionnaire') are unavailable ('Page not found')
Complete absence of evaluation criteria
No explicit mandatory exclusion or eligibility grounds provided
No electronic submission option
Inconsistency between contract duration and installation timeline

Recommendations

1. Immediately rectify the 'Page not found' errors for essential tender documents and ensure all required information is accessible.
2. Clearly define and publish the evaluation criteria to ensure transparency and fairness for all bidders.
3. Consider implementing an e-submission platform to enhance accessibility and efficiency for bidders.
