Original Tender Description

Manchester City Council is seeking to engage with potential providers of psychological support services to understand the market's capabilities in providing group reflective practice and serious incident response sessions to frontline staff within the homelessness service. These sessions will provide frontline staff with a safe and confidential forum to process challenging situations and explore ways to improve their practice. The purpose of this commission is to improve the psychological safety and wellbeing of frontline homelessness staff which will in turn support the delivery of psychologically informed services. Group reflective practice sessions would be scheduled at regular intervals depending on the needs of each specific team. Serious incident response sessions would be scheduled in response to a serious incident being reported. A response to a serious incident report should be received within one working day, with a serious incident response session to be scheduled within 3 working days of the incident, or at the earliest available opportunity for the person(s) involved. The provider would be expected to delivery face-to-face sessions at venues across Manchester and virtual session, depending on the needs and preferences of different teams.

Tender Quality Score

This tender is in the planning stage, seeking market engagement for psychological support services. It offers good clarity on service needs but lacks detailed submission and evaluation criteria.

Score Breakdown

Legal Compliance75/100

The tender is in the planning stage, which explains the absence of a formal procedure and specific deadlines beyond the initial submission. The CPV code is provided, and there are no immediate indications of disputes or regulatory non-compliance. However, the 'None' for Procedure and Type suggests it's not yet a formal procurement, impacting the score.

Procedure type is not specified (planning stage).
Clarity80/100

The description clearly outlines the need for psychological support services, detailing the types of sessions (group reflective practice, serious incident response) and their purpose. The requirements for session scheduling and delivery methods (face-to-face, virtual) are well-defined. However, the absence of explicit evaluation criteria hinders full clarity on how proposals will be assessed.

Evaluation criteria are not specified.
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The submission deadline and contract start date are also provided. However, the lack of attached tender documents or their content summaries limits the completeness of the information available to potential bidders.

No tender document content available.
No specific submission requirements detailed.
Fairness85/100

The tender appears fair, with the estimated value disclosed and the requirements described objectively. The deadline, while potentially short, is stated. There are no obvious indications of requirements tailored to specific companies. The use of e-procurement is implied but not explicitly confirmed.

Practicality65/100

The tender specifies a contract duration and start date, along with an estimated value and financing information (implied by value). However, the lack of explicit mention of e-submission and the absence of document URLs for access reduce practicality for potential bidders.

No explicit mention of e-submission.
No document URLs provided.
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The dates provided (submission deadline, contract start) are logically sequenced, with the contract start occurring after the submission deadline.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, innovation focus, or EU funding, which are common elements in modern tenders. This suggests a lack of emphasis on these areas.

No explicit mention of green procurement.
No explicit mention of social criteria.

Strengths

Clear description of service needs and objectives.
Well-defined technical capability requirements.
Estimated value and contract duration specified.
CPV code provided.

Concerns

Lack of specified evaluation criteria.
Absence of detailed submission requirements.
No tender documents available for review.
Potential for a short submission deadline.

Recommendations

1. Publish detailed evaluation criteria to guide bidders.
2. Provide access to full tender documents and specify submission procedures.
3. Consider extending the submission deadline if this is a formal procurement.
