Original Tender Description

The City is seeking to undertake a review of its branding and commercial approach, including its Intellectual Property Rights, in order to develop a strategic framework that protects the City, enhances its brand value, and identifies potential opportunities for revenue generation. The objectives are to: - Develop clarity and cohesion around the City’s brand, recognising the complexities of the organisation (internal and external facing). - Support brand and reputation management. - Enhance the value of the City’s core brand(s). - Identify key IP assets. - Protect against the risk of IP infringement by others. - Establish clear governance arrangements and process for decision making and management of IP. - Develop a framework for the potential commercialisation of IP. Scope of the review: In the first instance, the review will focus on the City’s core functions, centred around the Guildhall and Mansion House. Tender Quality Score

This tender for branding and IP review presents a clear service description and technical requirements but suffers from significant deficiencies in legal compliance, completeness, and fairness due to missing critical procedural details, evaluation criteria, and undisclosed financial information.

Score Breakdown

Legal Compliance35/100

The tender exhibits significant legal compliance issues, primarily due to the explicit absence of a defined procedure type ("None") and the lack of specific mandatory exclusion or eligibility grounds. The "Liable Person" field is empty, and the reveal date is missing, hindering the assessment of deadline reasonableness. While the CPV code is appropriate and there are no disputes, these fundamental omissions raise serious concerns regarding adherence to procurement regulations.

Procedure type not defined
No specific mandatory exclusion grounds provided
Clarity65/100

The tender's description of the required services, objectives, and technical capabilities is commendably clear and unambiguous. However, a major deficiency in clarity arises from the complete absence of specified evaluation criteria, leaving potential bidders uncertain about how their proposals will be assessed. The lack of explicit financial, eligibility, and exclusion requirements also reduces overall clarity for participants.

No evaluation criteria specified
No specific financial requirements provided
Completeness55/100

Basic information such as title, reference, organization, description, deadlines, and duration is provided. However, the tender is significantly incomplete due to the undisclosed estimated value (classified), the absence of explicit financial, eligibility, and exclusion requirements, and critically, the complete lack of defined evaluation criteria. One attached document also failed to download, potentially impacting full information access.

Estimated value not disclosed
No evaluation criteria specified
Fairness45/100

Fairness is significantly compromised by the undisclosed estimated value, which prevents bidders from accurately gauging the project's scale and allocating resources. The complete absence of evaluation criteria creates an opaque and potentially unfair assessment process. Furthermore, the lack of electronic submission capabilities ("No e-submission") creates an unequal playing field, potentially disadvantaging some bidders. The technical requirements themselves do not appear tailored.

Estimated value not disclosed
No evaluation criteria specified
Practicality55/100

The tender's practicality is hampered by the lack of electronic submission support, which is a significant operational drawback in modern procurement. The undisclosed estimated value also makes it challenging for potential suppliers to practically assess the commercial viability and resource allocation for their bid. While the contract start date and duration are clearly specified, these practical limitations could deter participation.

No electronic submission supported
Estimated value not disclosed
Data Consistency65/100

While key dates (submission, contract start) are logical and consistent, and there are no reported disputes, the overall data consistency is moderate. Several critical fields, such as "Type," "Procedure," and "Liable Person," are empty or marked as "None." Furthermore, the AI-extracted information explicitly states the absence of specific mandatory exclusion, eligibility, and financial requirements, indicating significant gaps in the structured data provided.

Procedure type empty/None
Liable Person field empty
Sustainability25/100

The tender does not incorporate any explicit green procurement, social, or innovation criteria. There is no indication of EU funding, which often correlates with higher sustainability standards. Consequently, the tender scores very low in this category, missing opportunities to promote broader public policy objectives.

No green procurement criteria
No social criteria

Strengths

Clear description of services and objectives
Well-defined technical capability requirements
Correct CPV code assignment
Clear contract duration and start date
No reported disputes or suspensions

Concerns

Undefined procedure type and missing explicit legal grounds (exclusion/eligibility)
Complete absence of evaluation criteria
Estimated value not disclosed
Lack of electronic submission
Missing liable person and reveal date

Recommendations

1. Clearly define the procurement procedure type and explicitly state all mandatory exclusion, eligibility, and financial requirements.
2. Publish comprehensive and objective evaluation criteria to ensure transparency and fairness.
3. Disclose the estimated contract value to allow bidders to make informed decisions and enable electronic submission.
