Tender Quality Score

This tender outlines a Dynamic Purchasing System (DPS) for HR Workforce & Organisational Development services with a clear objective. However, the complete absence of tender documents and detailed evaluation criteria significantly compromises its quality and fairness.

Score Breakdown

Legal Compliance100/100

The tender lacks specific mandatory exclusion grounds, which are fundamental for public procurement. The financial capacity requirement is vague, and there is an inconsistency in the procedural description, combining 'Restricted procedure' with a 'Dynamic Purchasing System (DPS)' framework.

No specific mandatory exclusion grounds detailed.
Vague definition of 'financial capacity'.
Clarity40/100

While the service need is clearly described, the tender lacks clarity on how technical requirements will be assessed and what specific evidence is required. The procedural description is confusing, and fundamental requirements like financial capacity are not clearly defined.

Lack of clarity on assessment methods for technical requirements.
Conflicting procedural descriptions ('Restricted' vs 'DPS').
Completeness75/100

This tender is fundamentally incomplete due to the complete absence of any attached documents, including the full tender specification, terms and conditions, and crucially, evaluation criteria. Essential information like contract duration and location is also missing.

Absence of any tender documents.
Missing evaluation criteria.
Fairness80/100

The lack of detailed requirements, clear evaluation criteria, and supporting documents creates an environment where fair competition is difficult. The broad nature of technical requirements could lead to subjective evaluation, potentially disadvantaging bidders without prior insight.

Lack of detailed requirements and evaluation criteria hinders fair competition.
Potential for subjective evaluation due to broad technical requirements.
Practicality20/100

While the concept of a DPS for these services is practical, the tender's current state, with no documents or clear instructions, makes it highly impractical for bidders to prepare a compliant and competitive application.

Impractical for bidders to prepare competitive applications due to lack of documentation.
Data Consistency100/100

There is a notable inconsistency between the stated 'Restricted procedure' and the 'Dynamic Purchasing System (DPS)' framework, as a DPS typically involves an open admission process. Additionally, the estimated value is stated in EUR, but the financial requirement refers to GBP.

Inconsistency between 'Restricted procedure' and 'Dynamic Purchasing System (DPS)' terminology.
Currency inconsistency: Estimated value in EUR, financial requirement in GBP.
Sustainability25/100

The tender does not include any explicit green procurement or social criteria, indicating a missed opportunity to integrate sustainability objectives into the procurement process.

Absence of green procurement or social criteria.

Strengths

Clear description of the service need and objectives.
Utilizes a Dynamic Purchasing System (DPS) framework, offering flexibility and ongoing market access.
Highlights an 'Innovation Focus' characteristic.
Estimated value is disclosed.

Concerns

Complete absence of any tender documents, making it impossible for bidders to understand full requirements.
Lack of detailed evaluation criteria, leading to potential subjectivity and unfairness in assessment.
Missing mandatory exclusion grounds and vague financial capacity requirements.
Inconsistency in procedural terminology ('Restricted procedure' vs. 'DPS').
Absence of explicit green or social procurement criteria.

Recommendations

1. Publish comprehensive tender documents, including detailed specifications, terms and conditions, and a clear contract draft.
2. Clearly define and publish the evaluation criteria for both admission to the DPS and subsequent mini-competitions.
3. Clarify the procedural type (Restricted vs. DPS), provide explicit mandatory exclusion grounds, and detail financial capacity requirements.
