This tender presents significant issues regarding completeness, fairness, and data consistency, primarily due to missing evaluation criteria and a critical error in one of the document summaries. While the service description is clear, these fundamental flaws undermine the quality of the procurement process.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code correctly, and there are no reported disputes. The 25-day period from today's date to the submission deadline is generally reasonable for an open procedure, though the actual reveal date is missing. Compliance with national regulations is implied by the nature of the tender.

Missing reveal date for the tender.
Clarity60/100

The description of the required services is clear and unambiguous. However, the critical absence of specified evaluation criteria makes it difficult for bidders to understand how their proposals will be assessed, significantly impacting the tender's clarity.

No evaluation criteria specified.
Detailed financial requirements are not clearly outlined.
Completeness50/100

While basic information like title, reference, organization, value, and duration are present, the tender lacks crucial details such as evaluation criteria and comprehensive financial requirements. A severe issue is the summary of 'Document 1: Tender Notice' which refers to a different council and service, indicating a significant error in the provided documentation.

Missing evaluation criteria.
Detailed financial requirements are not provided.
Fairness45/100

The absence of clear and objective evaluation criteria severely compromises the fairness and transparency of the tender process. Furthermore, the lack of electronic submission capabilities creates an unnecessary barrier for bidders, and the document summary error could mislead potential suppliers.

No evaluation criteria specified, impacting transparency and objectivity.
No electronic submission option available.
Practicality55/100

The tender's practicality is hampered by the absence of electronic submission, which is a standard expectation in modern procurement. The lack of a direct document URL and detailed financing information also adds practical hurdles for interested parties.

No electronic submission supported.
Document URL is not provided.
Data Consistency30/100

The most significant data consistency issue is the summary of 'Document 1: Tender Notice' which describes a tender from a different council for different services. This critical inconsistency raises serious concerns about the reliability of the provided information. Minor fields like 'Liable Person' and procedure codes are also unpopulated.

No social aspects or considerations included.

Strengths
