Tender Quality Score

This tender provides a clear description of the required services but suffers from critical omissions regarding evaluation criteria, significantly impacting clarity and fairness. While basic information is present, the lack of sustainability considerations and detailed legal disclosures are notable weaknesses.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV codes, and there are no reported disputes. However, the absence of a reveal date and the lack of detailed mandatory exclusion grounds in the provided information represent transparency and potential compliance gaps.

Missing reveal date
No specific mandatory exclusion grounds detailed
Clarity60/100

The tender's description of the scope and objectives is clear and unambiguous. However, the critical omission of specified evaluation criteria significantly hinders bidders' understanding of how proposals will be assessed, impacting overall clarity.

Missing evaluation criteria
Completeness65/100

Basic information, estimated value, duration, and location are provided, and documents are attached. Nevertheless, the tender is incomplete due to the absence of detailed financial requirements and, most critically, the lack of defined evaluation criteria.

Missing evaluation criteria
No specific financial requirements detailed
Fairness60/100

The tender benefits from a disclosed value and e-procurement capabilities. However, the complete absence of evaluation criteria severely compromises fairness and transparency, as bidders cannot objectively prepare their submissions or understand the basis of selection.

Missing evaluation criteria
Practicality65/100

Electronic submission is indicated as a characteristic, and the contract duration is clear. However, the lack of a direct document URL for easy access and the absence of a specific contract start date reduce the tender's overall practicality for potential bidders.

No direct document URL
Contract start date not specified
Data Consistency80/100

Most key fields are populated, and dates are logical with no reported disputes. Minor inconsistencies include empty fields for 'Liable Person' and procedure codes, and a contradiction regarding e-submission between characteristics and automated checks.

Empty 'Liable Person' and procedure codes
Contradiction on e-submission characteristic vs. automated check
Sustainability20/100

The tender does not incorporate any explicit green procurement, social, or innovation criteria. This indicates a significant missed opportunity to align with modern sustainable procurement practices.

No green procurement criteria
No social criteria
