Original Tender Description

Health and Social Care in Northern Ireland (HSCNI) has identified scope for improvement to the current arrangements for ordering and supply of adult and paediatric enteral feeds and the equipment required for their administration. An executive summary of the Thematic Review of Ordering and Supply Arrangements for Home Enteral Tube Feeds and Equipment has been provided for background information. This document will help provide context to the considerations HSCNI has to make in order to progress this service change/redesign (Nb. target implementation/go-live date for proposed redesigned service is early-mid 2027). It is important to note that current figures indicate approx. 745 home adult and 625 home paediatric patients regionally require to avail of a home enteral feeding service, in addition to a current maximum of 420 adult in-patients and 65 paediatric in-patients regionally requiring to be enterally fed on a daily basis, although it should be acknowledged that there is a growing trend in terms of patient numbers. Trust-by-Trust breakdown of current patient numbers is presented in the Supplier Brief accessible via PME CfT reference 6375145. It is envisaged that the HSCNI region will be split in two geographically (likely a three-Trust / two-Trust split, but still TBA), with a different supplier awarded the business in each of the sub-regions and required to meet the needs of both home and in-patient, and adult and paediatric patients managed by the HSCNI Trusts making up the assigned sub-region.

Tender Quality Score

This Preliminary Market Engagement (PME) notice provides a clear overview of the service redesign, but suffers from significant gaps in structured data, undisclosed financial value, and a lack of explicit sustainability considerations.

Score Breakdown

Legal Compliance65/100

The tender is a Preliminary Market Engagement (PME) notice, which is a valid market engagement tool. However, the structured data is incomplete, with 'Type' and 'Procedure' listed as 'None' and a 'Missing reveal date'. While a PME doesn't require full formal tender compliance, basic data quality and transparency are expected.

Procedure type not clearly defined in structured data
Missing reveal date for the PME notice
Clarity85/100

The description is highly detailed and provides excellent context regarding the service redesign, patient numbers, and geographical split. The AI-extracted requirements are clear and well-defined for a PME, explicitly stating what is not yet detailed (e.g., eligibility, financial, evaluation criteria).

Completeness60/100

While basic information like title, reference, organization, and deadlines are present, the estimated value is not disclosed and classified, which is a significant omission. Key structured fields like 'Type', 'Procedure', and 'Liable Person' are also unpopulated.

Estimated value not disclosed
Missing procedure type and liable person in structured data
Fairness70/100

The undisclosed and classified estimated value significantly hinders fairness, as potential suppliers cannot adequately assess the opportunity's scale. The automated check flags 'No e-submission', which could pose a barrier to equal access if it applies to PME responses. Requirements appear generic and not tailored.

Estimated value is classified and not disclosed
Potential lack of e-submission for PME responses (as flagged by automated check)
Practicality60/100

The classified estimated value impacts suppliers' ability to practically assess resource allocation. The 'No e-submission' flag, if applicable to PME responses, would create practical hurdles. While a CfT reference is provided, a direct document URL is not explicitly stated.

Estimated value not disclosed, impacting practical assessment
No explicit e-submission support (as flagged by automated check)
Data Consistency55/100

Several key structured fields, including 'Type', 'Procedure', 'Liable Person', and 'Estimated Value', are either empty or marked as 'None'/'Not disclosed'. While dates are logical, the overall data consistency in the structured information is poor.

Inconsistent population of key structured data fields (Type, Procedure, Liable Person, Estimated Value)
Sustainability30/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the tender description or requirements. This indicates a missed opportunity to integrate sustainability criteria.

No explicit green procurement criteria
No explicit social criteria

Strengths

Highly detailed and clear description of the service redesign
Well-defined technical capability requirements for the PME stage
Clear specification of contract duration and start date
Use of CPV and NUTS codes for classification
Division into parts indicates potential for broader market participation

Concerns

Estimated value is classified and not disclosed, hindering transparency and fairness
Significant gaps in structured data (e.g., procedure type, reveal date, liable person)
Lack of explicit e-submission support (as flagged by automated check)
Absence of any sustainability (green, social, innovation) criteria

Recommendations

1. Disclose an estimated value range to improve transparency and market engagement.
2. Ensure all structured data fields, especially procedure type and reveal date, are accurately populated.
3. Clearly state the method for PME response submission, preferably enabling electronic submission, and integrate sustainability criteria into future tender documents.
