Tender Quality Score

This tender provides a clear scope of work but lacks detailed quality evaluation criteria and electronic submission, significantly impacting transparency, fairness, and practicality. While basic information is well-defined, the absence of modern procurement features and sustainability considerations is notable.

Score Breakdown

Legal Compliance75/100

The tender generally complies with legal requirements, with a clearly defined procedure type (open, below threshold) and correctly assigned CPV codes. No disputes or suspensions are noted. However, the absence of specific codes for the procedure type is a minor administrative oversight.

Missing specific codes for procedure type.
Clarity65/100

The description of works and technical requirements are clear and unambiguous. However, a significant clarity issue arises from the lack of detailed evaluation criteria for the 'quality' component, despite its 60% weighting. Bidders are left without clear guidance on how their quality proposals will be assessed.

Missing detailed evaluation criteria for the 'quality' component (60% weighting).
Completeness60/100

Basic information such as title, reference, organization, value, duration, and location are well-provided. Documents are also listed. The primary completeness issue is the absence of detailed evaluation criteria for the 'quality' aspect, which is crucial for bidders to submit a comprehensive response.

Missing detailed evaluation criteria for the 'quality' component.
Fairness55/100

The tender discloses its value and requirements appear generic, not tailored to a specific company. However, fairness is significantly compromised by the lack of detailed quality evaluation criteria, which reduces transparency and objectivity. Furthermore, the absence of electronic submission ('No e-submission') creates a barrier to equal access for potential bidders.

Lack of detailed quality evaluation criteria.
No electronic submission option.
Practicality40/100

The tender specifies the contract start date and duration, which is practical. However, the most significant practical drawback is the explicit lack of electronic submission, which is a fundamental feature of modern procurement. The absence of a direct document URL is also a minor practical inconvenience.

No electronic submission option.
No explicit document URL provided.
Data Consistency80/100

Key fields are largely populated, and dates are logical and consistent. There are no noted suspensions or disputes. Minor inconsistencies include an empty 'Liable Person' field and missing codes for the procedure type.

Empty 'Liable Person' field.
Missing codes for procedure type.
Sustainability20/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. This indicates a missed opportunity to integrate broader sustainability objectives into the procurement process.

Absence of green procurement criteria.
Absence of social criteria.

Strengths

Clear description of works and scope.
Value and duration clearly specified.
CPV code correctly assigned and no disputes.
Requirements appear generic and not tailored.
Good data consistency for key dates and status.

Concerns

Missing detailed evaluation criteria for the 'quality' component (60% weighting).
No electronic submission option, hindering accessibility and efficiency.
Absence of any sustainability (green, social, innovation) considerations.
Missing specific codes for procedure type and an empty 'Liable Person' field.
No explicit document URL provided.

Recommendations

1. Clearly define and publish detailed evaluation criteria for the 'quality' component to ensure transparency and fairness.
2. Implement an electronic submission system to improve practicality, accessibility, and efficiency for bidders.
3. Consider integrating sustainability criteria (e.g., environmental impact, social value, innovation) into future tenders.
