Tender Quality Score

This is a well-structured Preliminary Market Engagement notice for a significant IT project, clearly outlining the university's strategic direction and requirements for market input, though lacking formal tender details as expected at this stage.

Score Breakdown

Legal Compliance75/100

The notice is compliant with the requirements for a Preliminary Market Engagement, effectively signaling intent and gathering market information. While a formal procedure type is absent, this is appropriate for a planning stage and not a formal tender. CPV codes are correctly assigned, and there are no disputes.

Formal procedure type is not defined, which is acceptable for a PME but would be a critical omission for a formal tender.
Clarity80/100

The description of the project, the university's aim for a SaaS-based SRIS, and the expectations for market engagement are very clear and unambiguous. The AI-extracted requirements effectively distinguish between PME expectations and future tender requirements.

Evaluation criteria for the future formal tender are not specified, which is expected for a PME but will be crucial later.
Completeness70/100

The notice provides all essential information for a Preliminary Market Engagement, including title, reference, organization, estimated value, duration, and key technical requirements for the SRIS. Documents are available and summarized.

Detailed specifications for the future formal tender are naturally absent at this preliminary stage.
Fairness85/100

The tender promotes fairness by disclosing the estimated value, enabling electronic submission via eTendersNI, and presenting generic requirements that do not appear tailored to a specific company. Full document access is indicated.

Formal evaluation criteria for the eventual tender are not yet defined, which is typical for a PME but will be essential for transparency in the formal procurement phase.
Practicality80/100

Electronic submission is supported via the eTendersNI platform, and key dates like contract start and duration are specified, enhancing practicality for potential bidders.

A direct URL to the tender portal or specific documents is not explicitly provided in the basic information, though documents are stated as available.
Data Consistency90/100

All provided data points are consistent with the 'planning' status and the nature of a 'Preliminary Market Engagement notice.' Dates are logical, and there are no reported disputes or suspensions.

Sustainability50/100

The notice does not explicitly include criteria related to green procurement, social aspects, or innovation focus beyond the technical requirement for a 'modern based SaaS delivery model.'

Lack of explicit sustainability, social, or innovation criteria.

Strengths

Clear description of project scope and strategic aim.
Estimated value and key timelines are provided.
Electronic submission via eTendersNI is supported.
Requirements are generic and not tailored.
Good data consistency for a planning notice.

Concerns

Absence of formal procedure type (though acceptable for PME).
Lack of explicit sustainability, social, or innovation criteria.
No direct URL for tender documents/portal.
Evaluation criteria for the future formal tender are not yet defined.

Recommendations

1. Clearly state the formal procurement procedure type and detailed evaluation criteria in the subsequent formal tender.
2. Consider integrating sustainability, social responsibility, and innovation criteria into the future tender documentation.
3. Provide a direct URL to the eTendersNI platform or specific tender documents in future notices for improved accessibility.
