Original Tender Description

This CFP procurement will consist of two separate stages: Stage 1 - PSQ (conditions of participation) and Stage 2 - ITT. Responses (CPQ Responses) to this selection questionnaire (CPQ) will be used in the first step of selecting suitably qualified and experienced consultants (Participants) to be invited to tender. It is intended that the Client will shortlist a maximum of 5 Participants per Lot, to be invited to submit tenders / initial tenders in line with section 20(4)(a) of the Act. Those bidders will have met all requirements including the pass / fail questions and be in the top 5 after LiveWest have evaluated the scored submissions. Only those bidders will be shortlisted for stage 2 (ITT). In the event that Participants score within 1 point of the 5th highest scoring Participant, LiveWest Homes Limited reserves the right to shortlist all additional Participants who have passed all ‘pass / fail’ requirements and are within 1 mark of the 5th highest scoring Participant. In the event that LiveWest Homes Limited exercises this discretion, it will notify all Participants in writing of the number of Participants to be shortlisted.

Tender Quality Score

This tender outlines a standard two-stage competitive procedure for retrofit consultancy services, but critical gaps exist in evaluation criteria and e-submission capabilities, alongside a lack of sustainability focus.

Score Breakdown

Legal Compliance75/100

The tender generally complies with legal requirements, defining an open competitive procedure and using an appropriate CPV code. The 29-day submission period for the PSQ stage is reasonable. However, the absence of specific procedure codes and the 'Missing reveal date' are minor transparency issues, and the summary lacks explicit detail on mandatory exclusion grounds.

Missing specific procedure type codes
Missing reveal date
Clarity60/100

The two-stage procurement process (PSQ to ITT) and shortlisting mechanism are clearly described. However, the critical absence of specified evaluation criteria for the PSQ stage significantly hinders clarity for potential bidders, making it difficult to understand how 'scored submissions' will be assessed.

No evaluation criteria specified for the PSQ stage
Completeness65/100

Basic information such as title, reference, organization, value, and duration are provided. However, the tender is incomplete due to the lack of specific financial requirements in the AI-extracted summary and, most significantly, the absence of defined evaluation criteria for the PSQ stage. Minor discrepancies in value and duration between the basic info and document summary also affect completeness.

Missing specific financial requirements in the provided summary
No evaluation criteria specified for the PSQ stage
Fairness50/100

The lack of specified evaluation criteria for the PSQ stage is a major fairness concern, as bidders cannot objectively prepare their submissions. Additionally, the absence of an e-submission option creates an unnecessary barrier to equal access and participation, which is a significant drawback in modern procurement.

No evaluation criteria specified for the PSQ stage
No electronic submission option
Practicality60/100

The tender's practicality is significantly hampered by the absence of an electronic submission system, which is a standard expectation for efficient procurement. While the contract start date and duration are clear, the lack of e-submission creates an unnecessary administrative burden for bidders.

No electronic submission supported
Data Consistency70/100

Most key fields are populated, and there are no reported disputes or suspensions. Dates are logical and consistent. However, there are minor inconsistencies in the estimated value (EUR vs GBP equivalent) and contract duration (36 months vs 3-5 years) between the basic information and the document summary, which should be rectified.

Inconsistency in estimated value (EUR vs GBP equivalent in document summary)
Inconsistency in contract duration (36 months vs 3-5 years in document summary)
Sustainability20/100

The tender completely lacks any mention of green procurement, social aspects, or innovation focus. Given the nature of 'Retrofit Consultancy' services, which inherently involve environmental improvements, this represents a significant missed opportunity to integrate sustainability criteria.

Not green procurement
No social criteria

Strengths

Clear two-stage procurement process (PSQ/ITT)
Estimated value and contract duration are specified
Appropriate CPV code assigned
Documents are available for review
Transparent shortlisting mechanism (top 5 + 1 point discretion)

Concerns

Missing specific evaluation criteria for the PSQ stage
No electronic submission option available
Lack of specific financial requirements detailed in the summary
Absence of sustainability, social, or innovation criteria
Minor inconsistencies in estimated value and contract duration across documents

Recommendations

1. Clearly define and publish the evaluation criteria for the PSQ stage to ensure fairness and transparency for all bidders.
2. Implement an electronic submission system to streamline the process and enhance accessibility for potential participants.
3. Integrate sustainability, social, and innovation criteria into the tender, especially given the nature of retrofit services.
