Tender Quality Score

This tender provides clear service descriptions and practical details but suffers from significant gaps in legal compliance, completeness, and fairness due to an incorrect CPV code, missing explicit mandatory requirements, and critically, the absence of evaluation criteria.

Score Breakdown

Legal Compliance65/100

The tender defines the procedure type and has a reasonable submission deadline. However, the assigned CPV code (Chemical products) is incorrect for maintenance and water quality testing services, which is a significant classification error. Mandatory exclusion and eligibility grounds are not explicitly stated in the provided snippets, raising concerns about full disclosure.

Incorrect CPV code assigned (24000000 Chemical products instead of a service-related CPV)
Mandatory exclusion and eligibility grounds not explicitly stated in provided snippets
Clarity60/100

The service description and technical capability requirements are clear and unambiguous. However, the tender critically lacks specified evaluation criteria, making it difficult for bidders to understand how their proposals will be assessed. Financial requirements are also not explicitly stated in the provided snippets.

Evaluation criteria not specified
Financial requirements not explicitly stated in provided snippets
Completeness55/100

Basic information such as title, reference, organization, deadlines, value, duration, and location are provided. However, the tender is incomplete regarding explicit mandatory exclusion, eligibility, and financial requirements in the provided snippets. Most critically, evaluation criteria are missing, and the full tender documents are only accessible via an external portal, limiting the completeness of the information provided for analysis.

Mandatory exclusion, eligibility, and financial requirements not explicitly stated in provided snippets
Evaluation criteria not defined
Fairness50/100

The tender discloses the estimated value, provides a reasonable deadline for preparation, and supports e-procurement for equal access. The technical requirements appear generic and not tailored. However, the complete absence of evaluation criteria severely compromises fairness, as it introduces subjectivity and reduces transparency in the bidding process.

Evaluation criteria not specified, hindering transparency and objectivity
Practicality90/100

The tender demonstrates excellent practicality. Electronic submission is clearly supported via a specified portal, a direct URL is provided, the contract start date and duration are known, and financing information (estimated value) is available.

Data Consistency65/100

Dates are logical and consistent, and there are no reported disputes. However, the CPV code is inconsistent with the service description. Additionally, some key fields like 'Liable Person', 'Type Code', and 'Procedure Code' are left empty.

Inconsistent CPV code with service description
'Liable Person' field is empty
Sustainability20/100

The tender does not explicitly mention any green procurement initiatives, social aspects, or a focus on innovation. It is also not indicated as EU funded, which often correlates with higher sustainability standards.

No explicit mention of green procurement
No explicit mention of social aspects

Strengths

Clear service description and technical requirements
Estimated value disclosed and reasonable contract duration
Electronic submission supported via a dedicated e-procurement portal
Good practical information including contract start date and portal URL
Requirements appear generic and not tailored to a specific company

Concerns

Critical absence of evaluation criteria, impacting clarity, completeness, and fairness
Incorrect CPV code assigned, leading to misclassification
Mandatory exclusion, eligibility, and financial requirements not explicitly stated in provided snippets
Reliance on external documents for full details without comprehensive content provided for analysis
Lack of sustainability, social, or innovation considerations

Recommendations

1. Explicitly define all mandatory exclusion, eligibility, financial, and especially evaluation criteria within the tender documentation to ensure transparency and fairness.
2. Correct the CPV code to accurately reflect the service nature (maintenance and water quality testing services).
3. Ensure comprehensive tender documents are either directly provided or that all critical information is clearly summarized for initial review.
