Tender Quality Score

This tender outlines a Dynamic Purchasing System (DPS) for ironmongery but suffers from a critical lack of detailed documentation and evaluation criteria, significantly hindering bidder participation and transparency.

Score Breakdown

Legal Compliance100/100

The tender explicitly references the Public Contracts Regulations 2015 and mandatory exclusion grounds, indicating an intent for legal compliance. The use of a Dynamic Purchasing System (DPS) is a legally compliant procurement tool. However, classifying the procedure as 'Restricted' for a DPS is unusual, as DPS admission is typically an open process.

Classification of DPS as 'Restricted procedure' requires clarification as DPS admission is typically an open process.
Clarity40/100

Basic eligibility and technical requirements are stated clearly at a high level. However, the absence of detailed tender documents means the specific expectations for demonstrating capability are entirely unclear. Phrases like 'demonstrate the capability' lack specific guidance on how this demonstration should occur.

Vague technical capability requirements without specific demonstration methods.
Lack of detailed instructions due to absence of tender documents.
Completeness75/100

This is a major weakness. Crucial information such as the full tender documents, detailed evaluation criteria, and an estimated contract value are entirely missing. This makes it impossible for potential bidders to fully understand the scope, requirements, and how their bids will be assessed.

No tender documents provided.
Missing detailed evaluation criteria.
Fairness40/100

The general requirements (supplier of ironmongery, operate in region, capability) are broad enough for a DPS, which aims to be inclusive. However, the complete absence of tender documents and evaluation criteria creates a significant risk to fairness and equal treatment, as bidders cannot understand the basis for assessment. There is no explicit evidence of tailoring for a specific company based on the provided text, but the lack of detail makes it impossible to confirm true fairness.

Risk to fairness due to absence of evaluation criteria and detailed requirements.
Lack of transparency regarding assessment methods.
Practicality40/100

From a bidder's perspective, the tender is highly impractical. Without any tender documents, specific instructions, or evaluation criteria, it is impossible to prepare a meaningful and compliant submission. The process is currently incomplete and unworkable for serious bidders.

Bidders cannot prepare a meaningful submission without tender documents and evaluation criteria.
Data Consistency100/100

The primary inconsistency lies in the classification of the procedure as 'Restricted' while establishing a Dynamic Purchasing System (DPS). While a DPS can lead to call-offs under a framework, the admission to the DPS itself is typically an open process. The description also mentions establishing a 'Framework Agreement with the tenderers' after applying to the DPS, which is slightly redundant phrasing as the DPS itself functions as a type of framework.

Inconsistency between 'Restricted procedure' classification and the nature of a Dynamic Purchasing System (DPS).
Sustainability0/100

No specific green procurement or social criteria are mentioned in the provided information. This indicates a missed opportunity to incorporate sustainability objectives into the procurement.

Absence of green procurement criteria.
Absence of social criteria.

Strengths

Clear identification of the procuring organization and service scope.
Explicit reference to Public Contracts Regulations 2015 and mandatory exclusion grounds.
Use of a Dynamic Purchasing System (DPS) allows for flexibility and new supplier admission throughout its term.
Clearly defined contract duration.

Concerns

Critical absence of tender documents, making it impossible for bidders to prepare submissions.
Lack of disclosed estimated contract value, hindering business planning for potential bidders.
Missing detailed evaluation criteria, compromising transparency and fairness of assessment.
Vague technical capability requirements without specific demonstration methods.
Inconsistency in classifying a DPS as a 'Restricted procedure'.

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed specifications, terms and conditions, and submission instructions.
2. Clearly define and publish the evaluation criteria and methodology for admission to the DPS and subsequent call-offs.
3. Disclose the estimated contract value to provide transparency and aid bidder decision-making.
