Original Tender Description

Stage 1 - Conditions of Participation > Stage 2 - ITT (Tender) Responses (CPQ Responses) to this selection questionnaire (CPQ) will be used in the first step of selecting suitably qualified and experienced consultants (Participants) to be invited to tender. It is intended that the Client will shortlist a maximum of 5 Participants per Lot, to be invited to submit tenders / initial tenders in line with section 20(4)(a) of the Act. Those bidders will have met all requirements including the pass / fail questions and be in the top 5 after LiveWest have evaluated the scored submissions. Only these bidders will be shortlisted for stage 2 (ITT) In the event that Participants score within 1 point of the 5th highest scoring Participant, LiveWest Homes Limited reserves the right to shortlist all additional Participants who have passed all ‘pass / fail’ requirements and are within 1 mark of the 5th highest scoring Participant. In the event that LiveWest Homes Limited exercises this discretion, it will notify all Participants in writing of the number of Participants to be shortlisted.

Tender Quality Score

This tender outlines a clear two-stage competitive flexible procedure for a significant framework, demonstrating good legal compliance and data consistency. However, it has notable gaps in detailed evaluation criteria, lacks electronic submission, and does not explicitly integrate sustainability aspects.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type (Open, Competitive flexible procedure) and correctly assigns the CPV code. There are no reported disputes or suspensions, and the timeline for the CPQ stage appears reasonable. The reference to a national 'Act' suggests compliance with local regulations. The main minor issue is the missing explicit reveal date.

Missing explicit reveal date
Clarity80/100

The description of the two-stage procurement process (CPQ then ITT) and the shortlisting mechanism (top 5, with 1-point discretion) is very clear and unambiguous. AI-extracted requirements are also clear based on the provided text. The primary clarity concern is the absence of detailed scoring criteria for the 'scored submissions' within the CPQ, which impacts understanding of how bids will be truly evaluated.

No detailed evaluation criteria specified for CPQ scoring
Completeness70/100

The tender provides all basic information including title, reference, organization, estimated value, duration, and deadlines. All listed documents are available and summarized. However, a significant gap is the lack of detailed evaluation criteria and weightings for the 'scored submissions' in the CPQ, which is crucial for bidders to prepare comprehensive responses.

Missing detailed evaluation criteria for CPQ scoring
Fairness85/100

The tender's estimated value is disclosed, and requirements appear generic, not tailored to a specific company. The shortlisting process is transparently described. However, the absence of detailed evaluation criteria for the CPQ could reduce transparency and perceived objectivity. The lack of electronic submission also presents a barrier to equal access and efficiency for all potential bidders.

No e-submission support
Lack of detailed evaluation criteria for CPQ scoring impacts transparency
Practicality65/100

Key practical information such as contract start date and duration are clearly specified. However, the tender explicitly lacks support for electronic submission, which is a significant practical drawback in modern procurement, increasing administrative burden for both bidders and the contracting authority.

No e-submission support
Data Consistency90/100

Most critical data fields are populated and consistent, including title, reference, organization, value, deadlines, CPV, and NUTS code. Dates are logical. There are no reported disputes or suspensions. Minor inconsistencies include empty fields for 'Liable Person' and specific procedure codes, and the missing explicit reveal date.

Empty 'Liable Person' field
Missing specific procedure codes
Sustainability50/100

The tender does not explicitly include green procurement, social aspects, or innovation focus in its stated criteria. While 'Retrofit Consultancy' services can inherently contribute to sustainability, the absence of explicit criteria means these aspects are not formally evaluated or encouraged within the procurement process.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear two-stage procurement process description
Estimated value and contract duration clearly specified
CPV code correctly assigned and relevant
Documents available and summarized for review
Requirements appear generic and not tailored

Concerns

Lack of detailed evaluation criteria for CPQ scoring
Absence of electronic submission (e-submission)
No explicit sustainability, social, or innovation criteria
Missing 'Liable Person' and specific procedure codes
Missing explicit reveal date

Recommendations

1. Provide comprehensive and detailed evaluation criteria, including weightings, for the CPQ scoring to enhance transparency and fairness.
2. Implement electronic submission capabilities to improve efficiency, accessibility, and align with modern procurement best practices.
3. Integrate explicit sustainability, social, and innovation criteria into the tender where relevant to promote broader public policy objectives.
