Original Tender Description

Located on the Harwell Science & Innovation Campus in Oxfordshire, Diamond Light Source (DLS) is a leading-edge facility for science, engineering and innovation. DLS allows researchers from academia and industry to investigate the structure and behaviour of the world around us at the atomic and molecular level. To continue delivering the world-changing science that Diamond enables, the facility is being upgraded to Diamond-II, a co-ordinated programme of development that combines a major machine upgrade with new instruments and complementary improvements to optics, detectors, sample environment and delivery capabilities, and computing, as well as integrated and correlative methods. This will be transformative in speed and spatial resolution and will offer users streamlined access to enhanced instruments for life and physical sciences. The scope of this contract is to carry out the detailed design, manufacture, quality control, testing and delivery of 4 in-vacuum kicker magnets and power supplies. The main parts of all four magnets will be identical with individual matching pieces for each magnet. One magnet is used for injection and requires a rapid return to zero field, the other three are used for extraction and require a rapid rise to nominal field which is also stronger than in the injection magnet. It is envisaged that these differences should be achieved in the power supplies i.e. there will be two different power supply types, which should use as many common components as possible. The DLS design envisages a common magnet structure and main vessel for all 4 kickers with bespoke taper/matching pieces for each location. Use of a common power supply design tuned for the two different requirements is desired but different designs would be considered with appropriate justification. Further information can be found in the specification.

Tender Quality Score

This tender provides a clear technical description but suffers from significant deficiencies in evaluation criteria and e-submission capabilities, impacting transparency and fairness. The reliance on an external specification for full details also reduces its completeness.

Score Breakdown

Legal Compliance70/100

The tender defines an open procedure and provides basic legal identifiers like CPV and NUTS codes. However, the critical absence of specified evaluation criteria and the lack of explicit mandatory exclusion grounds or eligibility requirements in the provided AI summary are significant legal compliance gaps.

Missing evaluation criteria
No explicit mandatory exclusion grounds or eligibility requirements mentioned in the provided text
Clarity55/100

The technical description of the required magnets and power supplies is clear and detailed. However, the complete absence of evaluation criteria severely hinders bidders' understanding of how their proposals will be assessed, making the overall tender unclear in a critical aspect. The repeated reference to an external 'specification' for 'further detailed submission information' also indicates that the provided information is not fully self-contained.

Missing evaluation criteria
Reliance on external 'specification' document for detailed submission information
Completeness60/100

Basic information such as title, organization, value, duration, and deadlines are complete. However, the critical absence of evaluation criteria and the explicit statement that 'Further information can be found in the specification' for 'detailed submission information' indicate that the provided tender information is not fully complete. The inclusion of an irrelevant past contract award notice also slightly detracts.

Missing evaluation criteria
Reliance on external 'specification' for full details
Fairness45/100

The estimated value is disclosed, which is positive for fairness. However, the complete lack of evaluation criteria is a major impediment to fair competition, as bidders cannot understand the basis of selection. The absence of e-submission capability also creates an unnecessary barrier to equal access and participation.

Missing evaluation criteria
No e-submission
Practicality55/100

The contract start date and duration are clearly specified. However, the lack of electronic submission support ('No e-submission' flagged) is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders and the contracting authority.

No e-submission
Data Consistency90/100

All key fields provided are populated, and the dates (submission deadline, contract start) are logical and consistent. There are no reported suspensions or disputes, indicating good data integrity.

Sustainability40/100

The tender does not explicitly include green procurement criteria, social aspects, or a specific focus on innovation from bidders' proposals, despite the highly innovative nature of the Diamond-II upgrade project itself. It is also not EU funded, which often correlates with higher sustainability standards.

No explicit green procurement criteria
No explicit social criteria

Strengths
