Original Tender Description

NHS Blood and Transplant (NHSBT) is a Special Health Authority in England, with responsibilities across the United Kingdom for organ donation and transplantation. Our core purpose is to ‘save and improve lives’ through the provision of a safe and reliable supply of blood components, solid organs, stem cells, tissues and related services to the NHS, and to the other UK Health Services where directed. Testing function in the Blood Supply Directorate performs a wide range of testing services, these include but are not limited to the large-scale blood grouping and microbiological screening of blood and tissue donations. The Authority has two testing sites in England, in which approximately 1.5 million donations are tested each year. Each donation bled requires a minimum of 3 x 6mL sample tubes to be taken into K2 EDTA tubes which have colour coded caps for identification purposes. Some donors also require additional tubes these include but are not limited to 4mL EDTA and K3 EDTA tubes. Tubes are of the evacuation type and the Authority requires a unique bar-code label to be affixed at bed side over a blank manufacturers label. The Authority also requires automated de-capping equipment at each of the Authority’s Testing sites which have sufficient capacity to handle the daily workload by safely removing at least 40 original stoppers from sample tubes per minutes per decapper, with a minimum de-capping success rate at 95%. To find out more about this opportunity, or to an express an interest, please contact jo.murphy@nhsbt.nhs.uk before Friday 6th February 2026.

Tender Quality Score

This is a preliminary market engagement notice, not a full tender, which explains some missing details. While technical requirements are clear, the lack of formal procedure definition, evaluation criteria, and e-procurement are notable concerns for the eventual formal tender.

Score Breakdown

Legal Compliance75/100

The tender is in 'planning' status, indicating preliminary market engagement. While CPV codes are assigned and no disputes exist, the absence of a defined procedure type and formal submission method would be a significant legal gap for a full tender. For a PME, it's acceptable but highlights future needs.

Procedure type not clearly defined
Formal submission method (e-procurement) not specified, relies on email contact
Clarity80/100

The technical requirements for sample tubes and de-capping equipment are very clear and specific. However, the absence of detailed evaluation criteria, eligibility requirements, and financial requirements significantly reduces overall clarity for potential bidders in a future formal tender.

No evaluation criteria specified
Mandatory exclusion, eligibility, and financial requirements mentioned but not detailed
Completeness70/100

Basic information like organization, reference, estimated value, duration, and location are provided. However, crucial elements for a full tender, such as a descriptive title, liable person, detailed eligibility, financial requirements, and evaluation criteria, are missing.

Missing descriptive tender title (Title: Jo Murphy)
Missing liable person
Fairness65/100

The lack of specified evaluation criteria is a major fairness concern, as it prevents bidders from understanding how their proposals will be judged. The absence of an e-procurement platform for expressing interest (relying on email) also limits equal access and transparency. Technical requirements are specific but not overtly tailored.

No evaluation criteria specified, impacting transparency and objectivity
No e-procurement enabled for equal access (email contact only)
Practicality65/100

The tender relies on email for expressing interest, which is not an electronic submission system. No direct document URL is provided beyond the summaries. While contract duration and start date are clear, the overall process lacks modern e-procurement practicality.

Electronic submission is not supported (email contact only)
No direct document URL provided
Data Consistency80/100

Most key fields are populated, and dates are logical. However, the 'Type' and 'Procedure' fields are 'None', and the 'Liable Person' is missing. The title 'Jo Murphy' is also inconsistent with a standard tender title, indicating data quality issues.

Missing 'Type' and 'Procedure' definitions
Missing 'Liable Person'
Sustainability30/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the tender documentation. This represents a missed opportunity to integrate sustainability considerations into the procurement process.

No green procurement criteria
No social aspects included

Strengths

Clear and detailed technical requirements for products and equipment
Estimated value, contract duration, and start date are provided
CPV and NUTS codes are assigned
Explicitly stated as 'planning' and 'preliminary market engagement'
Tender is indicated as 'Divided into Parts'

Concerns

Missing formal procedure type and liable person
No evaluation criteria specified for future formal tender
Lack of e-procurement/e-submission for expressing interest
Absence of sustainability (green, social, innovation) considerations
Tender title is not descriptive

Recommendations

1. Clearly define the formal procurement procedure type and all associated legal requirements for the subsequent formal tender.
2. Develop and publish clear, objective, and transparent evaluation criteria for the formal tender to ensure fairness.
3. Implement an e-procurement platform for formal submissions to enhance equal access and transparency.
