Original Tender Description

AWE is looking to contract for the refurbishment of laser transport mirrors of 500 x 350 x 80 mm and 351 nm, which have been in operation for over a decade and have degraded. There are approximately 50 such mirrors, and we know that at least 25 mirrors need to be recoated and repolished. We will not be able to inspect the remaining 25 mirrors until late summer 2026. AWE intends to create a single-supplier framework for the mirror refurbishment through a Competitive Flexible Procedure. We hope to launch the CFP in March 2026 and award the framework in early July 2026, then award the first call-offs for the recoating of the first batch of mirrors. Through this framework we will send mirror blanks / system mirrors to the winning supplier, for them to rework / recoat the mirrors and then send them back. We are undertaking this PME to gauge supplier interest, capability and cost.

Tender Quality Score

This is a well-described Preliminary Market Engagement (PME) for a highly specialized service, clearly outlining the future procurement intent. However, it exhibits notable practical and data completeness issues, and lacks sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender clearly defines itself as a Preliminary Market Engagement (PME) for a future Competitive Flexible Procedure, which is a legally sound pre-procurement activity. The CPV code is appropriate, and there are no disputes. However, the 'Type' and 'Procedure' fields being 'None' and a 'Missing reveal date' are data entry gaps, though the description clarifies the intent.

Type and Procedure fields are 'None'
Missing reveal date
Clarity85/100

The description is exceptionally clear, detailing the purpose of the PME, the nature of the required service (refurbishment of specific laser mirrors), and the intent to establish a single-supplier framework. AI-extracted technical requirements are precise and understandable. The absence of evaluation criteria is appropriate for a PME.

Completeness70/100

Most essential information, including title, reference, organization, estimated value, duration, and key timelines, is provided. However, one listed document failed to download, and some basic fields like 'Liable Person' are empty, slightly impacting overall completeness.

One listed document failed to download
Liable Person field is empty
Fairness65/100

The estimated value is disclosed, and the PME aims to gauge market interest. However, the lack of electronic submission creates an accessibility barrier. The highly specific technical requirements, combined with the stated intent for a single-supplier framework, raise concerns about potential future competition limitations, although this is an information-gathering stage.

No electronic submission supported
Highly specific technical requirements for a single-supplier framework
Practicality60/100

The absence of electronic submission is a significant practical drawback in modern procurement, potentially hindering participation and efficiency. While contract start and duration are clear, the lack of e-submission is a major concern.

No electronic submission supported
Data Consistency80/100

Key dates and financial information are logical and consistent. There are no reported suspensions or disputes. Minor inconsistencies exist with unpopulated 'Type', 'Procedure', and 'Liable Person' fields, but the core data is reliable.

Type and Procedure fields are 'None'
Liable Person field is empty
Sustainability30/100

The tender makes no mention of green procurement, social aspects, or innovation as explicit criteria. This indicates a lack of focus on broader sustainability objectives within the procurement process.

No green procurement criteria
No social aspects mentioned

Strengths

Clear description of PME purpose and future procurement intent
Detailed and specific technical requirements for the service
Estimated value, duration, and key timelines are specified
CPV code is appropriately assigned
Transparency regarding PME status and single-supplier framework intent

Concerns

Lack of electronic submission capability
Highly specific technical requirements for a single-supplier framework, potentially limiting future competition
Absence of sustainability (green, social, innovation) criteria
Some basic data fields (Type, Procedure, Liable Person, Reveal Date) are unpopulated or missing
One listed document failed to download

Recommendations

1. Implement electronic submission for future stages to enhance accessibility and efficiency.
2. Clearly articulate how competition will be ensured during the 'Competitive Flexible Procedure' given the highly specific requirements and single-supplier intent.
3. Consider integrating sustainability criteria (e.g., material sourcing, energy efficiency in refurbishment processes) into the future tender.
