Tender Quality Score

This tender presents a moderate overall quality, with significant deficiencies in fairness and completeness, primarily due to the absence of evaluation criteria and geographical restrictions. While the service description is clear, critical elements for a transparent and competitive process are missing.

Score Breakdown

Legal Compliance70/100

The procedure type and CPV codes are clearly defined, and the 1-month submission period is generally reasonable for a below-threshold tender. However, the missing reveal date prevents confirmation of the minimum publication period, and the AI summary indicates no explicit mandatory exclusion grounds, which is a concern. The geographical restriction to Essex-based suppliers, while potentially permissible for below-threshold tenders under UK law, could be seen as limiting competition.

Missing reveal date
No explicit mandatory exclusion grounds mentioned
Clarity65/100

The service description and technical requirements are very clear and detailed, including specific legislative compliance. However, the complete absence of evaluation criteria is a significant deficiency, making it difficult for potential bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness60/100

Basic information, financial details, timeline, and location are well-provided. Documents are listed and summarized. Technical and eligibility requirements are defined. However, the critical omission of evaluation criteria and the lack of detail regarding the 'Divided into Parts' characteristic significantly reduce the completeness score.

Missing evaluation criteria
No details on 'Divided into Parts'
Fairness45/100

The tender value is disclosed, and documents are accessible. However, the absence of evaluation criteria severely compromises transparency and objectivity, making it difficult for bidders to compete fairly. The lack of e-submission creates an unnecessary barrier. The requirement for suppliers to be 'Essex-based' restricts competition, even if legally permissible for below-threshold procurements, and thus impacts fairness.

No evaluation criteria specified
No e-submission
Practicality60/100

Key practical details like contract start date and duration are clearly specified. However, the absence of electronic submission capabilities is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders and the contracting authority.

No e-submission
Data Consistency75/100

The tender generally presents consistent information regarding dates, values, and descriptions. There are no reported disputes or suspensions. Minor inconsistencies include missing codes for the procedure type and the lack of detail for the 'Divided into Parts' characteristic.

Missing codes for procedure type
Lack of detail for 'Divided into Parts'
Sustainability60/100

The tender explicitly includes social aspects by giving preference to SMEs and VCSEs, which is a positive contribution to sustainability. However, it lacks any stated focus on environmental (green procurement) or innovation criteria.

No green procurement criteria
No innovation focus

Strengths

Clear service description and technical requirements
Value disclosed and basic information well-populated
Explicit inclusion of social aspects (SME/VCSE preference)
Relevant CPV code assigned

Concerns

Absence of evaluation criteria
Geographical restriction (Essex-based suppliers)
Lack of electronic submission
Missing reveal date
No explicit mandatory exclusion grounds mentioned

Recommendations

1. Clearly define and publish comprehensive evaluation criteria.
2. Implement electronic submission for improved accessibility and efficiency.
3. Review the geographical restriction to ensure maximum competition, or provide a robust justification for its necessity.
