Tender Quality Score

This tender demonstrates good clarity and fairness with well-defined requirements and evaluation criteria, but is hampered by missing key legal disclosure information and a lack of electronic submission support.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code correctly, and there are no disputes. However, the absence of a reveal date and explicit mandatory exclusion grounds in the provided snippets raises compliance concerns.

Missing reveal date
No explicit mandatory exclusion grounds detailed in snippets
Clarity85/100

The tender description is clear, and the AI-extracted requirements are well-documented and understandable. Evaluation criteria (Quality 70%, Price 20%, Social Value 10%) are clearly specified.

Completeness70/100

While basic information, value, duration, and documents are provided, the tender lacks a reveal date and explicit details on mandatory exclusion grounds in the provided text. The 'Liable Person' and procedure 'Code' fields are also empty.

Missing reveal date
Empty 'Liable Person' field
Fairness85/100

The tender offers full document access via a URL, discloses the estimated value, and presents objective and transparent evaluation criteria. Requirements appear generic and not tailored.

Practicality60/100

A document URL and clear contract dates are provided. However, the automated check indicates 'No e-submission,' which is a significant practical drawback for modern procurement processes, despite the use of an e-sourcing platform.

No e-submission supported
Data Consistency75/100

Key dates are logical, and there are no disputes. However, several fields are empty ('Liable Person', 'Type Code', 'Procedure Code'), and the absence of a reveal date is a data gap. The contradiction regarding e-submission is also a consistency issue.

Empty 'Liable Person' field
Missing reveal date
Sustainability60/100

The tender positively includes social aspects, allocating 10% of the evaluation score to Social Value. However, it lacks explicit focus on green procurement or innovation and is not EU funded.

No explicit green procurement focus
No explicit innovation focus

Strengths

Clear description and requirements
Transparent evaluation criteria (Quality, Price, Social Value)
Full document access via e-sourcing platform
Inclusion of Social Value in evaluation
Clear contract duration and start date

Concerns

Missing reveal date
Lack of explicit mandatory exclusion grounds in provided snippets
No electronic submission support (as flagged)
Empty 'Liable Person' and procedure 'Code' fields
No explicit green or innovation focus

Recommendations

1. Ensure all mandatory legal disclosure information, including the reveal date and full exclusion grounds, is explicitly provided.
2. Implement and clearly communicate electronic submission capabilities for enhanced practicality and equal access.
3. Consider integrating explicit green procurement and innovation criteria where relevant to align with modern sustainability goals.
