Tender Quality Score

This tender establishes a Dynamic Purchasing System (DPS) for home-to-school transport, but its quality is severely compromised by the critical absence of detailed documentation and specific evaluation criteria, hindering transparency and fair competition.

Score Breakdown

Legal Compliance100/100

The tender correctly references mandatory exclusion grounds and general compliance with relevant UK public procurement regulations. However, the complete lack of detailed tender documents prevents a thorough assessment of adherence to specific procedural rules for establishing and operating a DPS.

Absence of detailed tender documents prevents full assessment of legal compliance.
Lack of specific criteria for admission to the DPS and subsequent mini-competitions.
Clarity40/100

While the overall concept of a DPS for transport services is stated, the requirements provided are generic and high-level. Without any supporting documents, detailed specifications, or clear instructions, the practical application and interpretation of these requirements remain ambiguous for potential bidders.

Requirements are generic and lack specific detail (e.g., what constitutes 'suitable vehicles' or 'sufficient financial standing').
Absence of detailed instructions for application and subsequent mini-competitions.
Completeness83/100

This is the tender's most significant weakness. The complete absence of any attached documents means that critical information necessary for bidders to understand the scope, prepare a compliant offer, and assess the opportunity is entirely missing, rendering the tender unworkable.

No tender documents attached, making the tender incomplete and unworkable.
Missing detailed specifications for services, routes, and performance standards.
Fairness80/100

The lack of detailed requirements and objective evaluation criteria creates a significant risk to fairness. Without clear, measurable standards, the contracting authority retains excessive discretion, potentially leading to arbitrary decisions, perceived bias, or an uneven playing field for bidders.

Absence of clear, objective evaluation criteria for DPS admission and subsequent mini-competitions.
Vague requirements could allow for subjective interpretation, potentially disadvantaging some bidders.
Practicality40/100

From a bidder's perspective, it is impractical to prepare a meaningful and competitive application without any supporting documents, specifications, or detailed instructions. The process for managing the DPS and subsequent mini-competitions is also insufficiently described.

Bidders cannot practically prepare a submission without any tender documents or detailed instructions.
Unclear process for how further competitions will be structured and evaluated.
Data Consistency100/100

The limited data provided is internally consistent (e.g., DPS type aligns with restricted procedure). However, the overall lack of content makes it difficult to assess consistency with broader procurement principles or expected tender documentation standards.

Sustainability0/100

There is no mention of green procurement, social criteria, or innovation focus within the provided information. This indicates a missed opportunity to incorporate sustainability objectives into the procurement of transport services.

No explicit mention of environmental, social, or innovation criteria.
Missed opportunity to incorporate sustainability objectives into transport services.

Strengths

Clear identification of a Dynamic Purchasing System (DPS) for flexibility in awarding contracts.
Transparent estimated value and contract duration (48 months).
Basic eligibility and mandatory exclusion grounds are stated.
The DPS structure allows for new operators to join throughout its duration.

Concerns

Critical absence of any tender documents, rendering the tender unworkable for bidders.
Lack of specific, objective evaluation criteria for both DPS admission and subsequent mini-competitions.
Vague and generic requirements for technical capability and financial standing.
No information on how mini-competitions will be structured, evaluated, or advertised.
Absence of sustainability (environmental, social, innovation) considerations.

Recommendations

1. Immediately publish all necessary tender documents, including detailed specifications, application forms, and comprehensive evaluation criteria for DPS admission.
2. Provide clear and objective criteria for assessing technical capability and financial standing, along with examples of required evidence.
3. Detail the process for mini-competitions, including how routes will be defined, bids evaluated, and contracts awarded, ensuring transparency.
