Original Tender Description

Community navigation, also known as social prescribing, is an approach that uses 'link workers' or 'community navigators' to connect people to the wider community and its offer of activities, groups and services, to best meet their practical, social and emotional needs. Tameside Live Well Community Navigation Service is a new community-sited and community-delivered service to support the health and wellbeing of residents. Its delivery, recruitment, staff training, and allocation and investment of community funds would ideally be managed by an organisation working in and with a good knowledge of the community. To deliver the aims, vision and objectives set out in the phased 5-year model the council require the provider to have a robust approach to delivery of the service while also being able to fulfil the role of a system leader. This will involve working in close partnership with a range of local stakeholders to lead the work to improve outcomes in Tameside and work towards a more integrated, preventative, neighbourhood-based approach. Due to the nature of the service and the timescales for mobilisation, the preferred provider will ideally have proven experience of: • Good working knowledge of Tameside including the population, community assets, underserved groups, partner organisations, local services. • Good working knowledge of the third sector in Tameside, including challenges • Previous experience in managing community navigation or similar social prescribing services involving client casework, and the associated systems and pathways Please go to www.The-Chest.org for more information.

Score Breakdown

Legal Compliance65/100

The tender clearly defines the procedure type and CPV codes, and no disputes are noted. However, the explicit mention of mandatory exclusion grounds is missing from the provided text, and full legal documentation requires access to an external portal, which slightly reduces transparency and direct compliance verification.

Full legal documentation requires access to an external portal (www.The-Chest.org).
Clarity55/100

The service description and AI-extracted requirements are generally clear and understandable. However, the critical absence of specified evaluation criteria is a major flaw, making it difficult for bidders to understand how their proposals will be assessed.

Evaluation criteria are not specified.
Completeness60/100

Basic information, financial details, timeline, and classification are adequately provided. While documents are listed, their full content and crucial details like evaluation criteria are missing from the provided information, requiring external access and leaving a significant gap in the tender's completeness.

Evaluation criteria are not defined.
Full tender documents and details are only accessible via an external portal.
Fairness35/100

The absence of specified evaluation criteria severely impacts the transparency and objectivity of the tender process. Furthermore, requirements for 'Good working knowledge of Tameside' and 'Good working knowledge of the third sector in Tameside' are highly specific and strongly suggest tailoring to local incumbents, which significantly limits competition and equal access for all potential bidders.

Requirements for specific local knowledge (Tameside population, community assets, third sector) are highly restrictive and appear tailored, potentially limiting competition.
Practicality80/100

The tender supports electronic submission via the specified portal (www.The-Chest.org), provides a clear document URL, and specifies the contract start date, duration, and estimated value. These elements contribute to good practicality for potential bidders.

Sustainability70/100

The core service, 'Community Navigation' or 'Social Prescribing,' is inherently focused on social wellbeing, community integration, and preventative health, demonstrating a strong social sustainability aspect. While explicit green procurement or innovation focuses are not detailed, the nature of the service itself aligns with social objectives.
