Original Tender Description

Over the past 5 years the London Borough of Barking & Dagenham (the Council) has implemented an innovative data platform called OneView. At its core, the platform loads data extracted from other Council systems and matches it at the household level to create a 'golden record' of resident data. Using this platform, we have matched data from five key service areas (Revenues & Benefits, Adults Social Care, Children's Social Care, Housing and Education) to enable a 'single view' of households in our borough. Notably, OneView can receive and process both structured and unstructured data, using natural language processing to read and interpret case notes. Building off this core infrastructure we have developed a range of tools that enable the Council to work efficiently, and deliver better outcomes for residents. Futher information can found on the ITT Pack Tender responses are due 12noon, 21st January 2026. https://lbbd.bravosolution.co.uk/web/login.shtml

Tender Quality Score

This tender for a Data Analytics Solution demonstrates good clarity and includes social value criteria, but raises significant concerns regarding fairness due to requirements tailored to an existing platform and inconsistencies in key dates.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes appropriately, and there are no reported disputes. However, the reveal date is missing, and mandatory exclusion grounds are not explicitly detailed in the provided summary, which are minor compliance gaps.

Missing reveal date
Mandatory exclusion grounds not explicitly detailed in summary
Clarity80/100

The description of the existing OneView platform and the desired solution is clear. AI-extracted requirements are specific and understandable, and evaluation criteria (Price 60%, Quality 30%, Social Value 10%) are well-defined.

Performance conditions not fully detailed in the provided summary
Completeness70/100

Most essential information, including title, reference, organization, deadlines, value, duration, and location, is provided. However, the characteristic 'Divided into Parts' is mentioned without elaboration, and the reveal date is missing.

Characteristic 'Divided into Parts' not elaborated
Missing reveal date
Fairness50/100

While evaluation criteria are objective and e-procurement is enabled, the requirement that the solution 'must build upon' and be 'compatible with' the Council's existing OneView platform strongly suggests tailoring. This could significantly limit competition to vendors with prior knowledge or specific integration capabilities, raising major fairness concerns.

Requirements appear tailored to an existing proprietary platform (OneView), potentially limiting competition
Practicality65/100

Electronic submission is supported, and key dates (contract start, duration) are specified. However, the practical challenge for new bidders to integrate with a specific, existing platform (OneView) without comprehensive public documentation or APIs could hinder broader participation.

Potential practical challenges for new bidders due to specific integration requirements with the OneView platform
Data Consistency70/100

Most key fields are populated, and there are no suspensions or disputes. However, there is a clear inconsistency in the submission deadline, with the description stating '21st January 2026' while the timeline and an amended document state '2nd February 2026'. The reveal date is also missing.

Conflicting submission deadlines in different parts of the tender information
Missing reveal date
Sustainability50/100

The tender includes social value as 10% of the award criteria, which is a positive aspect. However, there is no explicit mention of green procurement initiatives or a strong focus on innovation beyond the nature of the data analytics solution itself.

No explicit green procurement requirements
Limited explicit focus on innovation

Strengths
