Tender Quality Score

This tender provides a clear description of services but suffers from critical omissions regarding bidder requirements and evaluation criteria, significantly impacting clarity, completeness, and fairness. While basic information is present, the lack of key procedural details is a major concern.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV codes correctly, and there are no reported disputes. The submission period of 8 days technically meets the 7+ day guideline. However, the absence of a reveal date and, more critically, the lack of specified evaluation criteria are significant disclosure deficiencies that impact overall legal compliance regarding transparency.

Missing reveal date
No evaluation criteria specified
Clarity55/100

The description of services and technical capability requirements are clear and detailed, including specific manufacturers and estimated quantities. However, the tender is severely lacking in clarity due to the complete absence of mandatory exclusion grounds, eligibility requirements, financial requirements, and evaluation criteria, making it difficult for bidders to understand the full scope of expectations and assessment methods.

No information on mandatory exclusion grounds
No specific legal or registration requirements provided (eligibility)
Completeness50/100

While basic information such as title, reference, organization, deadlines, value, duration, and location are provided, the tender is critically incomplete. The absence of mandatory exclusion grounds, eligibility requirements, financial requirements, and evaluation criteria means fundamental components required for a comprehensive tender package are missing.

Missing mandatory exclusion grounds
Missing eligibility requirements
Fairness45/100

The estimated value is disclosed, and documents are available. However, the complete absence of evaluation criteria is a major fairness concern, as it compromises transparency and objectivity in the selection process. The lack of e-submission also presents a barrier to equal access for all potential bidders. The list of specific manufacturers, while practical for maintenance, could slightly narrow the field of eligible providers.

Missing evaluation criteria, leading to lack of transparency in assessment
No e-submission facility
Practicality60/100

The contract start date and duration are clearly specified. However, the absence of electronic submission (e-submission) is a significant practical drawback, potentially increasing administrative burden for bidders and the contracting authority. While documents are available, a direct URL was not provided in the summary.

No e-submission facility
Data Consistency80/100

The tender exhibits good data consistency for key fields such as title, reference, organization, description, deadlines, value, and CPV code. Dates are logical. Minor inconsistencies include missing codes for 'Type' and 'Procedure', an empty 'Liable Person' field, and the absence of a 'reveal date'. No disputes or suspensions are reported.

Missing codes for 'Type' and 'Procedure'
Liable Person field is empty
Sustainability20/100

The tender does not include any explicit requirements or considerations related to green procurement, social aspects, or innovation. There is no indication of EU funding, which often correlates with higher sustainability standards.

Not green procurement
No social criteria
