Tender Quality Score

This tender for Clerk of Works services is generally well-structured with clear basic information and e-tendering support, but it significantly lacks transparency regarding evaluation criteria and defers crucial details like mandatory exclusion grounds and financial requirements to full documentation.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code appropriately, and there are no reported disputes. However, the missing reveal date hinders a full assessment of the deadline's reasonableness from the initial publication. The initial summary also defers explicit details on mandatory exclusion grounds and financial requirements to the full tender documentation, indicating partial disclosure.

Missing reveal date
Initial summary lacks explicit mandatory exclusion grounds and financial requirements
Clarity60/100

The description of the required Clerk of Works services is clear and unambiguous. While AI-extracted requirements for eligibility, technical capability, and submission are understandable, a significant deficiency is the complete absence of specified evaluation criteria, which is critical for bidders to understand how their proposals will be assessed. Performance conditions are also not detailed in the summary.

Missing evaluation criteria
Performance conditions not detailed in summary
Completeness70/100

The tender provides essential basic information including title, reference, organization, deadlines, estimated value, and contract duration. Four documents are listed and summarized. However, the tender is incomplete as it explicitly states that mandatory exclusion grounds and financial requirements are detailed in the full documentation, and critically, evaluation criteria are entirely missing from the provided information.

Missing evaluation criteria
Mandatory exclusion grounds and financial requirements deferred to full documentation
Fairness65/100

The tender promotes fairness through the use of an e-tendering system for submissions and questions, and the requirements appear generic and not tailored. The estimated value is disclosed. However, full document access requires an 'Express Interest' step, which is a minor barrier. The most significant fairness concern is the complete absence of evaluation criteria, preventing bidders from understanding the basis of award and preparing competitive proposals transparently.

Missing evaluation criteria
Full document access requires 'Express Interest'
Practicality75/100

The tender supports electronic submission and communication via an e-tendering system, which is practical. Key dates such as the contract start date and duration are clearly specified. While a direct public URL for the tender documents is not provided, access is facilitated through the e-tendering system after expressing interest.

No direct public URL for tender documents
'Express Interest' step required for document access
Data Consistency65/100

The tender exhibits logical and consistent dates, and there are no reported suspensions or disputes. However, several key fields such as 'Liable Person,' 'Type Code,' and 'Procedure Code' are unpopulated. There is also a placeholder error in the description regarding the deadline, and an inconsistency between the estimated value stated in EUR (72,000.00) and GBP (£60,000) in the document summaries.

Unpopulated fields (Liable Person, Type/Procedure Codes)
Placeholder error in description
Sustainability20/100

The tender does not include any specific requirements or mentions related to green procurement, social aspects, or innovation. It is a standard procurement focused solely on the service delivery without incorporating broader sustainability objectives. It is also not EU funded.

No mention of green, social, or innovation aspects

Strengths

Clear description of services required
Utilizes an e-tendering system for submission and communication
Key financial and timeline information (estimated value, duration, start date) is provided
CPV code is appropriately assigned
No reported disputes or suspensions

Concerns

Critical absence of evaluation criteria
Mandatory exclusion grounds and financial requirements are not detailed in the initial public summary
Missing reveal date, hindering full assessment of deadline reasonableness
Inconsistency in estimated value (EUR vs. GBP) and unpopulated fields
No focus on sustainability (green, social, innovation aspects)

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
2. Ensure all mandatory exclusion grounds and financial requirements are clearly stated in the initial public tender notice or easily accessible without requiring 'Express Interest'.
3. Address data inconsistencies, particularly the estimated value and unpopulated fields, to improve data quality.
