This tender for refugee resettlement services is well-described but suffers from significant quality issues, primarily the critical absence of evaluation criteria and lack of electronic submission, impacting fairness and compliance.

Score Breakdown

Legal Compliance50/100

The tender clearly defines the procedure type and CPV codes, and there are no reported disputes. However, the absence of a specified reveal date and, more critically, the complete lack of evaluation criteria are significant breaches of transparency and compliance with procurement regulations.

Completeness55/100

Fairness45/100
