Original Tender Description

Yorkshire Water is looking to establish a partnership with REGO (Renewable energy guarantee of origin) backed, location based, renewable energy suppliers to procure behind the meter renewable energy via direct wire to energise its operational assets. The renewable energy schemes can be energised already, or those that are proposed future development nearby YWs sites. The consumption of renewable energy is a key component of YWs route map to 40% location based renewable energy by 2030 - this framework will support our carbon reduction ambitions, as well as increase operational efficiency, and de-risk energy supply: the benefits of which can be passed to our customers. Yorkshire Water has thousands of operational assets across Yorkshire which are largely powered by energy from grid network providers. Currently ca.18% of Yorkshire Waters energy consumption is self-generated through REGO backed, location based renewable energy. A potential future tender provides an opportunity for suppliers to lay a direct power connection from private energy providers' renewable energy assets to Yorkshire Water sites in close proximity. The scope of this sourcing activity is to realise opportunities at a local level, rather than securing a renewable energy supply for the entire region. The core principle of this arrangement is that there is a mutual commercial benefit in contracting directly with a private supplier for the supply of electricity; YW would benefit from reduced energy importing costs, whilst the supplier would benefit from long term power purchase agreements (PPAs). Yorkshire Water currently is working on a number of behind the meter, direct wire solutions including both third party owned and YW owned generation. This includes, Wind, Solar, Hydro, CHP and EfW connections. YW is open to DBFOM (Design, Build, finance, operate, maintain) solutions where either a fixed or flexible PPA tariff could then be agreed at an agreeable rate for both parties. Alternatively, YW are seeking connections to existing generating programmes.

Tender Quality Score

This tender, currently in the planning stage, clearly outlines an ambitious green procurement initiative for renewable energy partnerships. While the project's objectives and technical requirements are well-defined, significant gaps exist in formal procedure definition, value disclosure, and evaluation criteria, impacting legal compliance, completeness, and fairness.

Score Breakdown

Legal Compliance65/100

The tender's 'planning' status mitigates some immediate legal concerns, but the absence of a defined procedure type ('None') and the classified estimated value are notable weaknesses. The missing 'reveal date' for a formal tender is also a concern for future compliance. CPV codes are correctly assigned, and no disputes are present.

Missing formal procedure type
Estimated value not disclosed (classified)
Clarity75/100

The description of the project, its objectives, and the AI-extracted eligibility, technical, and financial requirements are exceptionally clear and unambiguous. However, the complete absence of specified evaluation criteria significantly detracts from overall clarity for potential bidders.

No evaluation criteria specified
Completeness65/100

Basic information such as title, reference, organization, deadlines, and duration are provided. However, the tender lacks a defined procedure type, the estimated value is undisclosed, and crucial evaluation criteria are missing, indicating significant gaps in completeness.

Missing formal procedure type
Estimated value not disclosed
Fairness55/100

The classified estimated value and the complete absence of evaluation criteria significantly hinder transparency and fairness, making it difficult for all potential bidders to assess the opportunity and prepare competitive proposals. The lack of e-submission also creates barriers to equal access.

Estimated value not disclosed (classified)
No evaluation criteria specified
Practicality50/100

The lack of electronic submission capabilities is a major practical drawback in modern procurement. While the contract start date and duration are clear, the absence of detailed financing information beyond PPA structures and the undisclosed value reduce practicality for bidders.

No electronic submission supported
Financing information (beyond PPA structure) is vague
Data Consistency70/100

Dates (submission deadline, contract duration, start date) are logical and consistent. There are no reported disputes or suspensions. However, several key fields such as 'Type', 'Procedure', 'Liable Person', and 'Estimated Value' are unpopulated or undisclosed, impacting overall data consistency.

Missing 'Type' and 'Procedure' definitions
Missing 'Liable Person'
Sustainability85/100

This tender demonstrates a strong commitment to green procurement, explicitly focusing on renewable energy, carbon reduction, and achieving specific environmental targets by 2030. It also shows an openness to innovative solutions (DBFOM). However, it lacks explicit social criteria.

No explicit social criteria mentioned

Strengths

Clear and detailed description of the project's objectives and scope
Strong focus on green procurement and sustainability goals (renewable energy, carbon reduction)
Well-defined technical and eligibility requirements for potential partners
Openness to various renewable energy sources and innovative solutions (DBFOM)
Logical and consistent timeline for the planning stage

Concerns

Lack of formal procedure type and status ('None') for a procurement process
Estimated value is not disclosed, impacting transparency and fairness
Absence of specified evaluation criteria for assessing proposals
No support for electronic submission, hindering accessibility and efficiency
Missing mandatory disclosure requirements like a formal reveal date for the actual tender

Recommendations

1. Clearly define the formal procurement procedure type and status (e.g., RFI, EOI, or specific tender procedure) to ensure legal compliance and transparency.
2. Disclose the estimated contract value or a reasonable range to provide potential bidders with a clearer understanding of the opportunity's scale.
3. Develop and publish clear, objective evaluation criteria to ensure fairness and transparency in the selection process.
