This compliance document only sets mandatory submission formalities—digitally-signed power-of-attorney (Form 1 or 2) and a short justification of any claimed business-secret items—so any Estonian-registered waste-transport firm that can legally sign and submit the forms may proceed to bid on the sludge haulage and treatment contract.

This document is only the blank “Form 1 – Power of Attorney” that must be digitally signed by the bidder’s statutory representative and submitted with the offer (mandatory), otherwise the bid for the 2 000 t Paide wastewater-treatment sludge transport & disposal contract will be rejected.

This document is merely an optional template (Form 2) that joint bidders may use to submit a power-of-attorney if they choose to bid together; it contains no mandatory requirements, qualifications or evaluation criteria for the sludge transport and treatment service itself.

This is a lowest-price-wins tender (100 % price weighting) for the mandatory collection and compliant disposal of up to 2 000 t of municipal sewage sludge from Paide WWTP using the client’s four 15 m³ sealed containers, so only bidders that already hold (or can partner for) valid waste transport and treatment permits for EWC 19 08 05 sludge should submit a per-tonne price.

This is only the ESPD template (not the actual tender dossier), so it merely signals that any bidder must later prove—via the electronic ESPD—general suitability (no exclusion grounds) and possess the financial/technical capacity and valid waste-transport/-treatment permits needed to haul and properly dispose of up to 2 000 t/y of municipal sludge (waste code 19 08 05) from Paide WWTP; concrete qualification thresholds, mandatory equipment or scoring rules are not yet disclosed.

Transport and properly treat up to 2,000 t of Paide WWTP sludge (19 08 05) from Oct-2025–Dec-2026 using your own vacuum-tight 15 m³ multilift containers (mandatory) and prove valid waste-handling licence and prior similar sludge transport/disposal experience.

Paide Vesi seeks a single contractor (mandatory, no lots) to collect 15%-dry-matter municipal sludge (waste code 19 08 05) in four 15 m³ multilift containers from its Paide WWTP, transport it up to ±200 t/month (≈15-20 trips) to an authorised landfill, and return the emptied containers—so bidders must already hold a valid Estonian waste transport licence and have a disposal agreement with an approved landfill.

Transport and properly dispose of up to 2,000 t of Paide WWTP sludge (waste code 19 08 05) from 10 Oct 2025–31 Dec 2026 using your own licensed waste-handling site and suitable vehicles, at a fixed €/t price, on a weekly schedule set with the client, with mandatory use of four 15 m³ sealed multilift containers supplied by the contracting authority and a €400/day penalty for any missed collection day.

This document is merely a technical drawing (Lisa 3) showing the 15 m³ sealed multilift container that the contractor must use—no business requirements, qualifications or evaluation criteria are stated.
