Originalus konkurso aprašymas

Somerset grafystės taryba nori įsteigti naują dinaminę pirkimo sistemą (DPS), pagal kurią bus vykdoma visa kokybiško ir ekonomiškai efektyvaus keleivių vežimo paslaugų teikimo viešųjų pirkimų veikla. Tai pakeis dabartinę keleivių vežimo DPS, kuri baigiasi 2021 m. kovo 31 d. Visi esami tiekėjai turės iš naujo kreiptis į naują DPS. Tarybos teikiamos transporto rūšys apima keliones iš namų į mokyklą vaikams, lankantiems bendrojo lavinimo mokyklas, ir vaikams, turintiems specialiųjų ugdymosi poreikių ir negalių (SEND), vaikų ir suaugusiųjų paslaugas, grafystės autobusų paslaugas, taksi paslaugas pagal poreikį ir mikroautobusų/autobusų nuomą, taip pat visas kitas keleivių vežimo paslaugas. Tam tikrais maršrutais reikalingi nuolatiniai vairuotojai ir (arba) keleivių palydovai. Taryba taip pat teikia reguliarias vietinio susisiekimo autobusų paslaugas, kad patenkintų viešojo transporto poreikius, kurie kitu atveju nebūtų patenkinti; tai yra reguliarios viešojo keleivių vežimo paslaugos, kurios veža piliečius Somerset grafystės tarybos ribose ir gretimų savivaldybių ribose, kai Taryba teikia papildomas subsidijuojamas paslaugas. DPS prasidės 2021 m. balandžio 1 d. ir truks 5 metus (iki 2026 m. kovo 31 d.), su galimybe pratęsti jį dar dviem 2 metų laikotarpiais (iš viso ne daugiau kaip devynerius metus iki 2030 m. kovo 31 d.). Bendra DPS vertė per visą sutarties laikotarpį visoms keturioms partijoms yra 230 000 000 GBP. Somerset grafystės taryba valdo šį viešųjų pirkimų procesą pagal 2015 m. Viešųjų pirkimų taisykles (SI 2015/102). DPS yra padalintas į keturias partijas; tiekėjai galės teikti pasiūlymus vienai ar kelioms partijoms taip: 1 partija: Transporto priemonės, turinčios daugiau nei 23 keleivių vietas 2 partija: Transporto priemonės, turinčios nuo 9 iki 22 keleivių vietų 3 partija: Transporto priemonės iki 8 keleivių vietų 4 partija: Transporto priemonės iki 8 keleivių vietų, kai sutartys reikalingos skubos tvarka
