SUBMISSION REQUIREMENTS5
--Submit ESPD (version 2.0 extended) proving experience, financial standing and technical capacity.
--Attach completed CV templates for both project manager and site manager.
--Include joint-bid power of attorney (if applicable) and all subcontractor declarations.
MANDATORY QUALIFICATIONS4
--Hold all Estonian licences required for general building-construction works.
--Demonstrate at least 3 successfully completed, comparable building-reconstruction projects (closed net area, energy label, client references) via the ESPD.
--Appoint a project manager with professional qualification recognized in Estonia and documented experience on ≥3 similar reconstruction projects; submit completed CV template (Lisa 61).
COMPLIANCE REQUIREMENTS6
--Exclude Russian/Belarusian subcontractors/suppliers: their combined share ≤10 % of contract value.
--Obtain and attach digitally signed exclusion-ground confirmations from every proposed subcontractor (Lisa 3a).
--Declare any fraud, money-laundering or child-labour convictions (within 5 years) for all first-tier subcontractors.
TECHNICAL REQUIREMENTS5
--Execute the contract as a single, indivisible, turnkey reconstruction of the entire Mai 23 building (heritage 1930s structure) including all utilities, interior fit-out, landscaping and access works.
--Produce the full working-project documentation (including any redesigns) and coordinate all trades to deliver a finished, compliant 24-hour care home for people with mental disorders.
--Preserve the milieu-area architectural value and meet all care-home regulations, energy-efficiency targets and safety standards.
FINANCIAL REQUIREMENTS3
--Price the entire scope as one lowest VAT-exclusive lump-sum; no lot or partial bids accepted.
--Accept full risk for materials and completed works until final hand-over; include any “missing” items needed for a finished building.
--Provide 12-month construction-period and guarantee arrangements as specified in general & special conditions.
