Originalus konkurso aprašymas

Tai yra tik informacinio pobūdžio UK3 planuojamas pirkimo pranešimas. Oldhamo Taryba siekia sukurti ilgalaikę energetikos/dekarbonizacijos partnerystę savo vietinės valdžios teritorijoje su Strateginiu energetikos partneriu (SEP). SEP bendradarbiaus su Taryba ir suinteresuotomis šalimis, siekdama transformuoti ir dekarbonizuoti Oldhamo energetikos infrastruktūrą, palengvindama jos perėjimą prie nulinio emisijų lygio, kartu gerindama bendruomenės gerovę. Partnerystė inicijuos, apibrėš, plėtos, finansuos, pristatys ir eksploatuos dekarbonizacijos projektus. Pagrindinis pagrindinis projektas bus Miesto centro šilumos tinklas. Projektą remia DESNZ/GMCA vietinės nulinio emisijų pagreitinimo programa, ir buvo gauta 8,87 mln. svarų sterlingų dotacija iš Žaliojo šilumos tinklo fondo. Partnerystė numatoma 15 metų pradiniam laikotarpiui su galimybe pratęsti iki 25 metų. Apskaičiuota sutarties vertė yra nuo 2,2 mlrd. svarų sterlingų (be PVM) / 2,62 mlrd. svarų sterlingų (su PVM) iki 3,2 mlrd. svarų sterlingų (be PVM) / 3,8 mlrd. svarų sterlingų (su PVM) per laikotarpį iki 40 metų. Planuojamas pirkimas bus 'mišrus pirkimas', o pagrindinis CPV kodas bus 71314000 Energetikos ir susijusios paslaugos. Taryba ketina, kad būsimas UK4 pirkimo pranešimas pakeis šį pranešimą. Bus taikomos pasiūlymų modelių išimtinumo taisyklės, o tai reiškia, kad pasiūlytas pagrindinis subrangovas, partneris ar konsorciumo narys gali būti tik vieno pasiūlymo dalis.
