Description originale de l'appel d'offres

This is a well-described planned procurement notice for a significant decarbonisation partnership, demonstrating strong sustainability focus and providing ample lead time for market engagement. However, it is hampered by inaccessible supporting documents and a lack of electronic submission capabilities for the future tender.

Répartition du score

Conformité légale75/100

The notice clearly states its informational purpose as a UK3 Planned Procurement Notice, adhering to national pre-procurement conventions. The submission deadline for the future tender is set far in advance, providing reasonable preparation time. While the procedure type is mentioned, the specific codes are missing, and the CPV code is broad, though an explanation for this limitation is provided.

Missing procedure codes
Broad CPV code (despite explanation)
Clarté80/100

The project description is exceptionally clear, detailing the scope, objectives, and key initiatives of the Green New Deal Partnership. The AI-extracted requirements are well-articulated and understandable for future bidders. However, specific evaluation criteria for the actual tender are not yet defined, which is a common characteristic of a planned notice but a point of clarity for a full tender.

No specific evaluation criteria defined
Exhaustivité70/100

Basic information, estimated value, contract duration, and start date are comprehensively provided. The description offers substantial detail on the project's context and goals. A significant drawback is that two of the nine attached documents are reported as 'Page not found', hindering full access to all intended background information.

Two attached documents are inaccessible ('Page not found')
Équité65/100

The long lead time for the future tender's submission deadline promotes fairness by allowing extensive market preparation. The estimated value is fully disclosed, and the AI-extracted requirements appear generic and capability-focused, not tailored to a specific company. However, the inaccessibility of some documents and the absence of e-submission capabilities raise concerns regarding equal access and transparency.

Inaccessible attached documents
No e-submission supported
Aspect pratique60/100

The contract start date and duration are clearly specified, and financing context, including grant information, is available. However, the lack of electronic submission, as flagged by automated checks, represents a significant practical limitation for potential bidders. The broken document links also reduce the practicality of accessing comprehensive information.

No electronic submission supported
Inaccessible attached documents
Cohérence des données85/100

The key dates are logical and consistent, with the planned notice well in advance of the future tender's submission and contract start. Most essential fields are populated, and there are no reported disputes or suspensions. Minor gaps include an empty 'Liable Person' field and missing procedure codes.

Empty 'Liable Person' field
Missing procedure codes
Durabilité95/100

Sustainability is a core and explicit focus of this partnership, aiming for 'net zero' and 'decarbonisation' through initiatives like the Town Centre Heat Network. It clearly integrates social aspects by focusing on 'improving the wellbeing of Oldham's local communities' and promotes innovation through the Strategic Energy Partner's expected role.

Points forts

Clear and detailed project description with strong strategic vision.
Exceptional focus on sustainability, including green, social, and innovation aspects.
Provides a very long lead time for market participants to prepare for the actual tender.
Estimated contract value and duration are clearly specified and explained.
Comprehensive AI-extracted requirements provide a good overview for future bidders.

Préoccupations

Two critical attached documents are currently inaccessible ('Page not found').
The automated checks indicate no electronic submission is supported, which is a significant practical drawback.
Specific evaluation criteria and their weighting are not yet defined for the forthcoming tender.
Missing specific procedure codes and the 'Liable Person' field.
The primary CPV code is broad, despite an explanation of system limitations.

Recommandations

1. Ensure all linked and attached documents are fully accessible and functional prior to the release of the UK4 Tender Notice.
2. Implement robust electronic submission capabilities for the forthcoming tender to enhance accessibility, efficiency, and fairness for all bidders.
3. Clearly define and publish detailed evaluation criteria, including weighting, in the subsequent tender notice to ensure full transparency and objectivity.
