--– Submit priced bid using only the official pricing template supplied in the tender documents.
--– Include evidence of no exclusion grounds (certificates of criminal record, tax/social-security clearance for company and, if applicable, for every subcontractor).
--– Provide copy of valid business registration and, if requested, proof of eligibility of the bidder’s country of establishment.
MANDATORY QUALIFICATIONS3
--– No exclusion grounds under Estonian Public Procurement Law (clean criminal record, no money-laundering/terrorism conviction within 5 years, no outstanding tax or social-security debts).
--– Must be legally established in a country explicitly listed/allowed by the contracting authority in the tender documents.
--– Must have or be able to obtain all statutory construction licences valid in Estonia for general building works.
COMPLIANCE REQUIREMENTS3
--– All first-tier and any later subcontractors must meet the same exclusion-ground criteria as the main contractor.
--– Price offer must be entered exactly in the format of the tender’s “Hindamiskriteeriumid ja hinnatavad näitajad” worksheet (mandatory “Jah” radio-button selected).
--– Works must comply with the existing authorised building project; no design changes permitted without prior written approval.
TECHNICAL REQUIREMENTS3
--– Build a complete workshop building on the site of former destroyed garage boxes according to the provided construction project.
--– Construction period (site hand-over to final acceptance) must not exceed 8 months.
--– Works include all civil, structural, finishing, utility connections and commissioning activities shown on the project drawings and specifications.
FINANCIAL REQUIREMENTS2
--– Bid price must be quoted excluding taxes (net price) and will be evaluated 100% on price; lowest net price wins.
--– No stated minimum turnover or liquidity threshold, but bidder must be able to finance and execute a 200 000 EUR (estimated) project within 8 months.
