Description originale de l'appel d'offres

Leicester City Council (LCC) doit remplacer son logiciel de gestion des paiements et des revenus, car le contrat actuel expire en 2027. Le système récupère les soldes des clients à partir de divers systèmes hôtes et facilite les paiements via une variété de canaux. Les données transactionnelles sont renvoyées aux systèmes hôtes en plus du système comptable principal, actuellement Unit4 Business World. Le logiciel IMS actuel est hébergé dans le cloud, et la politique informatique de LCC consiste à rester avec une solution hébergée dans le cloud. Les solutions sur site ne seront pas prises en compte pour le moment. Le Conseil souhaite nommer un fournisseur unique pour conclure un contrat afin de fournir, installer et maintenir le système pour une durée initiale de deux (2) ans, avec la possibilité de prolonger le contrat de maintenance pour deux (2) années supplémentaires, plus deux (2), plus deux (2) + deux (2) ans, aux mêmes termes et conditions. Les extensions seront soumises à une performance satisfaisante du fournisseur retenu. Comme démontré lors de l'exercice d'engagement préalable du marché, il existe des fournisseurs capables de fournir tous les services requis sans qu'il soit nécessaire de diviser en lots. Il est donc prévu que cette approche permettra une intégration plus rationalisée et une gestion de contrat simplifiée.
