Score de qualité de l'appel d'offres

This tender establishes a Dynamic Purchasing System for minor works across the MoJ estate, offering significant value and flexibility through its lot structure and continuous entry. However, the critical absence of full tender documents and explicit evaluation criteria significantly hinders a comprehensive assessment of its quality and fairness.

Répartition du score

Conformité légale100/100

The tender explicitly references Regulation 34 of the Public Contracts Regulations 2015 and includes mandatory exclusion grounds, indicating an intent for legal adherence. However, the absence of NUTS codes for the specified geographical scope (England, Wales, Scotland) is a minor omission.

Missing NUTS codes for geographical scope.
Clarté40/100

The description clearly outlines the purpose, scope, lot structure, and operational model of the DPS, including contract types (NEC) and maximum call-off values. However, the term 'suitably qualified and experienced Contractors' lacks specific definition, and the complete absence of tender documents makes a full understanding of detailed requirements impossible.

Vague definition of 'suitably qualified and experienced Contractors'
Absence of full tender documents severely limits clarity on detailed requirements and process.
Exhaustivité83/100

The tender provides a good overview of the DPS structure, scope, and estimated value. However, it is critically incomplete due to the total absence of actual tender documents, detailed evaluation criteria, and explicit financial stability requirements beyond general eligibility.

No tender documents provided, making a full assessment impossible
Missing explicit evaluation criteria for technical and financial capabilities
Équité80/100

The DPS model, with its unlimited number of contractors and continuous entry, inherently promotes broad participation and fairness. The division into five distinct lots also allows for specialist contractors. However, the lack of clear evaluation criteria could introduce subjectivity into the selection process.

Lack of explicit evaluation criteria could lead to subjective assessment of 'suitably qualified' applicants.
Aspect pratique40/100

The DPS structure is highly practical for managing a continuous stream of minor works across a large estate. The use of standard NEC contracts is also practical. The broad geographical scope (England, Wales, Scotland) is ambitious but manageable for a DPS, though it might pose challenges for smaller, regional bidders without further regional breakdown.

Broad geographical scope without regional breakdown might challenge smaller, localized contractors.
Cohérence des données100/100

The provided information is largely consistent, with the estimated value clearly broken down from EUR to GBP in the description.

Durabilité0/100

The tender does not include any explicit green procurement, social, or innovation criteria, representing a missed opportunity to leverage public spending for broader sustainability objectives.

Absence of green procurement, social, or innovation criteria.

Points forts

Utilizes a Dynamic Purchasing System (DPS) promoting continuous market access and competition.
Clear division into five specialized lots, encouraging participation from diverse contractors.
Explicitly states the use of standard NEC contract forms for call-off contracts.
High estimated value and long duration provide significant market opportunity.
Allows for use by a MoJ wholly owned company, streamlining subcontractor sourcing.

Préoccupations

Critical absence of full tender documents, making detailed analysis and bidder preparation challenging.
Lack of explicit evaluation criteria for technical and financial capabilities, potentially leading to subjective assessment.
Vague eligibility requirement 'suitably qualified and experienced Contractors' without further definition.
Absence of specific financial stability or turnover requirements for a high-value DPS.
No inclusion of green procurement, social, or innovation criteria.

Recommandations

1. Publish comprehensive tender documents detailing all requirements, evaluation criteria, and terms and conditions.
2. Clearly define 'suitably qualified and experienced Contractors' with measurable criteria.
3. Incorporate specific financial stability requirements appropriate for the scale and risk of the works.
