Original udbudsbeskrivelse

The Ministry of Justice (MoJ) ("Myndigheden") søger at etablere et Dynamisk Indkøbssystem for Mindre Arbejder (MWDPS) og inviterer ansøgninger fra passende kvalificerede og erfarne entreprenører. Kontrakten vil dække bygge-, vedligeholdelses- og reparationsarbejder på MoJ's ejendom. Hovedsageligt omfatter dette fængselsinstitutioner, men kan også omfatte domstole, retsinstanser, bygninger kontrolleret af Home Office og virksomhedsbygninger. Mwdps vil også blive stillet til rådighed for Gov. Facility Services Limited (et 100 % ejet MoJ-selskab) til at finde underentreprenører til at støtte dets vedligeholdelses- og projektaktiviteter. Call-off kontrakter indgået under MWDPS vil have en maksimal kontraktsværdi på £1.000.000 GBP, men vi forventer, at de fleste projekter vil have en kontraktsværdi på under £500.000 GBP. Udbuddet vil blive gennemført i overensstemmelse med Regulation 34 i Public Contract Regulations 2015. Mwdps vil operere i England, Wales og Skotland og er opdelt i fem (5) hovedlodder:- - Bygningsstruktur og jordarbejde, - Maskinteknik inkl. HVAC, - Elektroteknik inkl. Sikkerhed, - Nedrivningsarbejde - Multidisciplinære byggearbejder Der er et ønske om at tiltrække et bredt spektrum af entreprenører til at være en del af MWDPS. Antallet af entreprenører, der udpeges til MWDPS, er ubegrænset. Mwdps vil i første omgang være i drift i fire (4) år med mulighed for forlængelse i yderligere to (2) to-årige perioder, efter Myndighedens eneanbefaling, hvilket giver i alt otte (8) år. Varigheden kan dog varieres (reduceres eller forlænges) i overensstemmelse med nye forretningsbehov. Det estimerede forbrug for de første 4 år af MWDPS er £296.000.000 GBP (£74.000.000 GBP årligt, bestående af £64.000.000 GBP årligt til projektarbejde og £10.000.000 GBP årligt til vedligeholdelsesrelaterede aktiviteter). Mwdps er i sig selv ikke en arbejderkontrakt. Call Off Konkurrencer vil blive afholdt under MWDPS for specifikke projekter eller vedligeholdelseskontrakter. De foreslåede vilkår og betingelser, der skal anvendes til Call Off Kontrakter, er NEC: Engineering & Construction Short Contract for Project Work og NEC Term Services Contract for vedligeholdelsesarbejde, men der overvejes også et skræddersyet sæt af vilkår og betingelser for ligetil eller meget lavværdi arbejder.
