Score de qualité de l'appel d'offres

This tender establishes a Dynamic Purchasing System (DPS) for fresh food, offering flexibility and continuous application. However, the provided information lacks critical detail, making a comprehensive assessment of the actual tender documents impossible.

Répartition du score

Conformité légale100/100

The use of a Dynamic Purchasing System (DPS) is a legally compliant procurement procedure, designed to be flexible and open for continuous applications. However, the absence of detailed mandatory exclusion grounds and specific award criteria in the provided summary raises concerns about full compliance with transparency and equal treatment principles without the full documentation.

Clarté40/100

The overall purpose and structure of the DPS, including product categories, are clearly described. However, the specific mandatory criteria for acceptance, detailed technical specifications, and financial requirements are not clear from the provided text, leading to ambiguity for potential applicants.

Exhaustivité83/100

This is the primary weakness. The tender information is severely incomplete due to the explicit absence of any attached documents. Critical details such as full mandatory exclusion grounds, specific eligibility criteria, detailed technical specifications, financial requirements, and crucially, the evaluation/award criteria for the DPS are entirely missing.

Équité80/100

The DPS structure inherently promotes fairness by allowing continuous applications and potentially accommodating a wider range of suppliers over time. However, the lack of detailed, transparent criteria (eligibility, technical, financial, award) in the provided summary makes it impossible to assess if the actual award process is fair and non-discriminatory. There is no indication of requirements being tailored for a specific company, but the lack of detail prevents a full assessment.

Aspect pratique40/100

The general requirements for supplying fresh food products seem practical. However, without detailed specifications, quality standards, delivery terms, and logistical requirements, it is impossible to fully assess the operational practicality and potential challenges for bidders.

Cohérence des données100/100

Within the provided text, the information is consistent and free from contradictions.

Durabilité0/100

No sustainability, green procurement, social, or innovation criteria are mentioned or implied in the provided text. This represents a missed opportunity for a large-scale public procurement contract to drive positive environmental and social impact.

Points forts

Utilizes a Dynamic Purchasing System (DPS), promoting market access and flexibility for suppliers.
Clear categorization of products into four distinct categories, allowing for specialized applications.
Significant estimated value (£200m), indicating a substantial market opportunity for suppliers.
Long contract duration (84 months) and open application period for the DPS, offering stability and continuous entry.

Préoccupations

Absence of Tender Documents: The most critical concern is the complete lack of attached tender documents, making a thorough analysis of the actual requirements and process impossible.
Missing Detailed Criteria: Crucial details regarding mandatory exclusion grounds, specific eligibility, technical capabilities, financial requirements, and award criteria are not provided in the summary.
Lack of Sustainability/Social Criteria: No mention of environmental, social, or innovation considerations for a large food supply contract.
Limited Information on 'Direct Route': While mentioned, the specifics of the 'Direct Route' for supply are not elaborated, which could impact operational planning for bidders.

Recommandations

1. Ensure all comprehensive tender documents, including detailed specifications, terms and conditions, and evaluation criteria, are published and easily accessible.
2. Clearly define and publish all mandatory exclusion grounds, eligibility, technical, and financial requirements to ensure transparency and equal treatment for all applicants.
3. Integrate and clearly communicate sustainability, social, and innovation criteria into the tender to promote responsible procurement practices and achieve broader public policy objectives.
