Tender Quality Score

This tender for software module development is generally well-structured, with clear technical requirements and a straightforward evaluation process. However, it lacks explicit sustainability considerations and could improve on providing more comprehensive financial details.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including proper CPV codes and a clear procedure. Deadlines are reasonable given the scope. No disputes are noted. The procedure type 'LM' (likely a national procedure) is used, which is acceptable if compliant with relevant national laws.

Clarity80/100

The description of the software module development is clear, and technical requirements are detailed in annexes. Evaluation criteria are specified with relative weightings. Conditions for participation are outlined.

Completeness70/100

Most basic information is present, including estimated value, duration, and deadlines. However, the 'Value Classified: Yes' without further explanation could be more transparent. The contract draft and technical specifications are available.

Value Classified: Yes without further explanation.
Fairness85/100

The tender allows for e-submission and e-procurement, promoting fairness. Objective criteria for evaluation (cost and experience) are provided with weightings. Full document access is implied through the availability of annexes. The requirement for background checks on subcontractors is standard for security-sensitive projects and does not appear to unfairly target specific companies.

Practicality65/100

E-submission and e-procurement are supported. The contract duration is specified. However, specific financing information beyond the estimated value is not detailed, and the contract start date is not explicitly stated, only implied by the submission deadline and contract duration.

Lack of explicit contract start date.
Limited detail on financing beyond estimated value.
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. Dates are logical, and there are no indications of suspension or disputes. The tender status is '11', which typically indicates an active or ongoing process.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. While EU funding is indicated, this does not automatically imply sustainability criteria within the tender itself.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear technical requirements and scope.
Well-defined evaluation criteria with weightings.
Supports e-submission and e-procurement.
Reasonable deadlines and contract duration.

Concerns

Lack of transparency regarding 'Value Classified: Yes'.
Limited detail on financing and contract start date.
Absence of explicit sustainability considerations.

Recommendations

1. Clarify the 'Value Classified: Yes' status or provide more detail.
2. Specify the intended contract start date.
3. Incorporate explicit sustainability or innovation criteria if applicable.
