Tender Quality Score

This tender for a national reference laboratory service for ovine and caprine peste des petits ruminants virus is generally well-structured, with clear technical and financial requirements. However, it lacks specific details on sustainability aspects.

Score Breakdown

Legal Compliance75/100

The tender adheres to general procurement law and mentions compliance with EU Regulation 2017/625. Deadlines appear reasonable given the context. The CPV code is provided. No disputes are noted. Regulatory compliance is implied through the EU regulation.

Clarity80/100

The description of the service required is clear, referencing specific EU regulations. Technical requirements such as response time and system availability are specified. Evaluation criteria are mentioned as relative weighting. Conditions for subcontractors are clearly outlined.

Completeness70/100

Most basic information is present, including estimated value, duration (implied by contract start and tender validity), and deadlines. However, the 'Location Info' is vague ('Täpne piirkond määramata' - Exact region undetermined), which could impact some potential bidders.

Fairness85/100

The tender is conducted via e-procurement, and the value is disclosed (though classified). Evaluation criteria involve price, response time, and system availability, which are objective. The tender is not divided into lots, which is justified by functional interdependence.

Practicality65/100

E-submission is mandated. The contract start date is provided. Financing information is not explicitly detailed beyond the estimated value. The duration is implied by tender validity and contract start date.

Data Consistency90/100

Key fields such as title, reference number, organization, deadlines, and value are populated. There are no noted suspensions or disputes. Dates appear logical and consistent within the tender timeline.

Sustainability50/100

The tender documents do not explicitly mention any green procurement, social aspects, or innovation focus. While it is EU-funded (implied by regulation compliance), this aspect is not highlighted as a procurement characteristic.

Strengths

Clear reference to EU regulation 2017/625
Well-defined technical capabilities required
Objective evaluation criteria including price, response time, and availability
Mandatory e-submission and e-procurement

Concerns

Vague location information
Lack of explicit sustainability criteria (green, social, innovation)
Missing specific financing details

Recommendations

1. Clarify the exact geographical scope or service area.
2. Incorporate specific sustainability criteria to encourage greener or socially responsible practices.
3. Provide more explicit information on contract financing if possible.
