Original Tender Description

The University has invested in a sub-metering system that covers the Claverton Campus together with properties in the City of Bath; in total there are over 2000 meters installed on electrical, gas, water, and heat supplies. The University wishes to establish a contract to cover the essential maintenance and support of the existing sub-metering hardware, along with any additional metering as required. The hardware is based on Ethernet-to-RS485 gateways and RS485-connected pulse counters, together with a variety of RS485- and pulse-output-connected electric, gas, water, and heat meters. Historically, Elcomponent gateways and 4MODs have been extensively used, latterly being supplemented by iSMA devices and some LoRaWAN-connected devices It is anticipated that the contractor will be able to demonstrate significant experience working on large scale AMR systems using the same hardware and software. Tender Quality Score

This tender provides a clear technical description but suffers from significant fairness issues due to highly specific hardware requirements and a critical lack of evaluation criteria. Overall, it presents notable gaps in transparency and competition.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code appropriately, and no disputes are noted. The estimated value is disclosed. However, the 'Missing reveal date' and 'Status: planning' suggest potential preliminary information or a lack of full transparency regarding the tender's official launch, which slightly impacts compliance best practices.

Missing reveal date
Clarity80/100

The description of the existing sub-metering system and the technical requirements are exceptionally clear and detailed, providing a strong understanding of the scope. However, the critical absence of specified evaluation criteria significantly hinders bidders' ability to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, organization, reference, value, duration, and location is provided. Nevertheless, the tender is incomplete due to the critical omission of evaluation criteria. Additionally, one of the listed tender documents failed to download, impacting full information access.

No evaluation criteria specified
One tender document failed to download
Fairness35/100

This category is significantly impacted by the highly specific technical requirements, mandating experience with 'the same hardware and software' including named brands like Elcomponent, iSMA, and LoRaWAN. This strongly suggests tailoring to specific companies, severely limiting competition. The absence of evaluation criteria further compromises transparency and objectivity. The 'Value Classified: Yes' alongside a disclosed value is also contradictory.

Requirements tailored to specific company (specific hardware/software brands)
No evaluation criteria specified
Practicality65/100

Electronic submission is supported via the Delta eSourcing portal, and key dates like contract start and duration are clearly specified. However, the failed download of one tender document (OCDS Release Package) presents a practical hurdle for potential bidders seeking complete information.

One tender document failed to download
Data Consistency60/100

Several key fields, such as 'Liable Person', 'Type Code', and 'Procedure Code', are left empty. A notable inconsistency is the 'Value Classified: Yes' flag appearing alongside an explicitly disclosed estimated value, which is contradictory.

Empty key fields (Liable Person, Type Code, Procedure Code)
Contradiction: 'Value Classified: Yes' vs. disclosed value
Sustainability20/100

The tender does not include any explicit criteria or mentions related to green procurement, social aspects, or innovation. This represents a missed opportunity to integrate modern sustainability and responsible procurement practices.

Not green procurement
No social criteria

Strengths

Clear and detailed technical description of the existing sub-metering system.
Specific AI-extracted technical requirements provide clarity on scope.
Use of an e-sourcing portal (Delta eSourcing) for submission.
Key financial and timeline information (estimated value, duration, contract start) is provided.
CPV code and NUTS code are correctly assigned.

Concerns

Requirements for experience with specific hardware/software brands (Elcomponent, iSMA) strongly suggest tailoring, limiting competition.
Critical absence of evaluation criteria, significantly impacting clarity and fairness.
Contradiction between 'Value Classified: Yes' and the explicit disclosure of the estimated value.
One tender document failed to download, hindering full information access.
Lack of explicit sustainability, social, or innovation criteria.

Recommendations

1. Revise technical requirements to allow for equivalent experience or alternative solutions, rather than mandating specific brand experience, to foster fair competition.
2. Clearly define and publish comprehensive evaluation criteria to ensure transparency and allow bidders to prepare competitive proposals.
3. Ensure all tender documents are accessible and downloadable, and clarify any contradictory information (e.g., value classification).
